Assignment Title: MONITORING AND EVALUATION SPECIALIST

The Government of the Republic of Angola (GOA)has received financing from the International Bank for Reconstruction and Development (IBRD) and French Development Agency (AFD) towards the cost of two water projects: 1) Second Water Institutional Development Project (WSIP-2) and 2) Climate Resilience and Water Security in Angola Project (RECLIMA). The GOA intends to apply part of the proceeds of the financing to procure the services of a Monitoring and Evaluation Specialist for the two projects.
The Monitoring and Evaluation Specialist will support the Project Coordinator in the coordination, supervision, monitoring planning and implementation of all the activities under the WSIDP 2 and RECLIMA projects.

The Monitoring and Evaluation Specialist must meet the following criteria:
1. The Consultant must have a Bachelor Degree in engineering, sciences, project management or other field closely related to water supply and sanitation. Master Degree in Project Management or areas closely related field would be a plus.
2. The Consultant must have at least 5 years working experience in the field of water supply, sanitation and/or water resource management in Angola. Working experience with utilities will be a plus.
3. Strong computer skills and experience in reporting and monitoring of projects in the field of water and sanitation.
4. Evidence of proficiency while using software that contribute to monitoring processes such as: excel, MS project, or others relevant for M&E.
5. Working experience with multilateral or bilateral financing.
6. The Consultant should be fluent in Portuguese and have working knowledge of English language
7. Experience in M&E for projects in Angola will be considered an advantage.
The duration of the assignment is 24 months, on a full-time basis, with possibility of extension upon satisfactory performance.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
