REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTANT SERVICES – INDIVIDUAL CONSULTANT)

SELECTION OF TECHNICAL SPECIALIST - DISTRIBUTION ENGINEER TO SUPPORT THE PROJECT COORDINATING UNIT AND THREE UTILITIES IN IMPLEMENTING THE ELECTRICITY SECTOR IMPROVEMENT ACCESS PROJECT

The Government of the Republic of Angola (GoA) has received a financing from the International Bank of Reconstruction and Development (IBRD), and a co-financing from the Agence Française de Développement (AFD), towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Senior Engineer Specialist in Distribution of Electricity.

The Senior Engineer Specialist in Distribution of Electricity, with work experience and adequate qualifications in the electricity sector, will be specifically hired to support ENDE, National Electricity Distribution Company, and the Project Coordination Unit, in the preparation of tender documents, evaluation reports, follow-up , review and approval of the services carried out by Owner's Engineers, and contractors, during the implementation of expansion projects, rehabilitation of the distribution network, and in determining the optimal locations for the placement of physical infrastructure (underground and aerial cabling, transformer stations).

The Project Coordination Unit (PCU) of the Electricity Sector Improvement and Access Project now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The Senior Engineer Specialist in Distribution of Electricity must have the following minimum qualifications:
• Bachelor’s Degree in Electrical Engineering, Electrical Engineering of Energy Systems, Power, or equivalent duly proven by the respective diploma;
• Proven specific experience of at least 10 years in the design, construction and /or supervision of construction projects and / or rehabilitation and upgrading of electricity distribution infrastructure.
• The Specialist must submit proof of similar work in which he has participated as a consultant, including position, functions performed; with emphasis on recent projects for expansion and rehabilitation of the distribution network.
• Experience in preparing reports and summaries on the work under your responsibility.
• Experience in similar countries to the CPLP;
• Mandatory knowledge of Portuguese as a working language and fluency in English

The following qualifications will be considered as added value:
• Academic master's degrees, technical training courses, relevant seminars/workshops attended in specialties, or areas of analysis of electrical energy distribution systems.
• Experience in projects funded by international donors and multilateral agencies in CPLP countries.

The Senior Specialist in Electricity Distribution will work in Luanda and will travel to the provinces covered by the Project, whenever necessary, and will report directly to the PCU Coordinator and the ENDE focal point.

The duration of the Senior Electricity Distribution Specialist's services will be 12 months on a full-time basis, which may be extended upon satisfactory performance.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual Consultant (IC) selection method set out in the World Bank Procurement Regulations.
