The Ministry of Marine Affairs and Fisheries (MMAF) Indonesia has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project Outer Ring Fishing Ports Development Projects (Ecofishing Ports).
The Ecofishing Ports project will upgrade four Indonesian fishing ports namely Bitung, Kendari, Belawan and Cilacap for improved performance and sustainability in line with international standards. More specifically, the project aims, for each fishing port, to: i) improve ports’ efficiency, attractiveness and governance; ii) improve the sanitary quality, traceability and added value of fishery products; and iii) manage the environmental and climatic impacts and challenges. The project is structured in 3 main components. Component 1 - Redevelopment and organization of the port area and its functions. This involves first of all designing and carrying out the works necessary to rationalize the operation of the port in line with the various activities present. Component 2 - Implementation of the sustainability approach for fishing ports and fisheries. In parallel and in support of the work carried out in component 1, several activities will be implemented in each port and at the central level of MMAF. Component 3 - Strengthening institutional and technical capacities of KKP at central and port level, and project management. The effective implementation of the project in the four ports and, beyond that, the application of the concept of ecoports on a national scale, requires cross-cutting institutional support both at the central level and at the level of the fishing ports.
The Services of the consultant shall consist of project management (financial and administative), project initiation, project implementation, project supervision, technical justifications, engineering studies, and ISO services for the Ecofishing Port Project. TAO consultant is responsible for assisting the project owner (i.e., Project Management Unit, PMU) in all aspects of Ecofishing port project implementation. TAO have a role of project manager as well as ‘the engineer’ and will work closely with PMU to ensure the best implementation of the project. Throughout the project, TAO is required to prepare all of the necessary project documents for PMU approval prior to implementation. In addition, TAO shall have the necessary expertise to provide technical service throughout the project. TAO consultancy services will be assigned for the entire duration of the project, estimated at 60 months after contract award.
