Invitation for Bids

PROJECT NAME: CONSTRUCTION OF DAR ES SALAAM BUS RAPID TRANSIT (BRT) INFRASTRUCTURE - PHASE 5 – PACKAGE A: LOT 1: ROAD WORKS (19.3 KM), 20 CONVENTIONAL BUS STATIONS AND 2 PEDESTRIAN BRIDGE AND LOT 2: ROAD WORKS (9.4KM) AND 12 CONVENTIONAL BUS STATIONS, TENDER NO. AE/001/2022-2023/HQ/W/62
1. The Government of the United Republic of Tanzania has received funds from Agence Française de Développement ("AFD") towards the cost of Construction of Dar es Salaam Bus Rapid Transit (BRT) System Project – Phase 5. It is intended that part of the proceeds of these funds will be applied to eligible payments under the Contract for Construction of Dar Es Salaam Bus Rapid Transit (BRT) Infrastructure - Phase 5 – Package A:

(i) Lot 1: Road Works (19.3 Km), 20 Conventional Bus Stations and 2 Pedestrian Bridge
(ii) Lot 2: Road Works (9.4km) and 12 Conventional Bus Stations

2. The Tanzania National Roads Agency (TANROADS) an agency of the Ministry of Works and Transport hereinafter referred to as "the Employer" now invites sealed Bids from eligible Bidders for the Construction of Dar Es Salaam Bus Rapid Transit (BRT) Infrastructure - Phase 5 – Package A:

(i) Lot 1: Road Works (19.3 Km), 20 Conventional Bus Stations and 2 Pedestrian Bridge
(ii) Lot 2: Road Works (9.4km) and 12 Conventional Bus Stations

3. The Works consist of upgrading of the existing road from 2 lanes to 4 lanes, construction of embankment, drainage structures involving bridges, box culverts, pipe culverts as well as pavement layers and ancillary works. The estimated major quantities of works are as follows: -

5. A complete set of Bidding documents (and additional copies) may be purchased by interested Bidders at the above office, on submission of a written application to the address given above and upon payment of a non-refundable fee of TZS 500,000.00 (Tanzania Shillings Five Hundred Thousands Only) per lot or its equivalent in freely convertible currency. The method of payment will be through the Control Number to be provided by TANROADS. Please request a control number through mail address: theodora.mpesha@tanroads.go.tz copied to pmu@tanroads.go.tz after getting the control number, follow procedures outlines in this link https://epay.gepg.go.tz/ to make payment and follow up your receipt via emails provided or direct deposit or telegraphic transfer to the TANROADS bank account. 6. Bidders should note that to qualify for award of the contract, they are required to meet certain minimum qualifying criteria which includes: -

(i) Experience as Prime Contractor, they should have successfully completed at projects of similar nature and complexity within the last ten (10) years as indicated below.
(a) At least two (2) contracts each of minimum value USD 50 million for Lot 1
(b) At least two (2) contracts each of minimum value USD 40 million for Lot 2
(ii) Average Annual Turnover of at least US$ 70 million for Lot 1 and US$ 40 Million for Lot 2 or its equivalent in a freely convertible currency, in the past 5 years (2018 – 2022).
(iii) Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of US$ 10 million for Lot 1 and US$ 7 million for Lot 2 or its equivalent in a freely convertible currency.
7. Bidders may bid for one or two Lots, as further defined in the Bidding Documents. Bidders wishing to offer discounts in case they are awarded more than one Lot will be allowed to do so, provided those discounts are included in the Letter of Bid.
8. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD's Standard Bidding Documents: Procurement of Works.
9. Bids must be delivered to the above office on or before 10:00 hours local time on 27th October 2023 and must be accompanied by Bid Security of Tanzania Shillings Two Billion (TZS 2,000,000,000) for Lot 1 and Tanzania Shillings One Billion (TZS 1,000,000,000) for Lot 2 or an equivalent amount in a freely-convertible currency. The Bid Security shall be clearly addressed to the Chief Executive, TANROADS, P. O. Box 11364, Dar es Salaam. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e. 148 days after the Bids submission deadline
10. Bids will be opened in public in the TANROADS Conference Room, 2nd Floor, TANROADS Headquarters, 10 Shaaban Robert Road/Garden Avenue Junction, Dar es Salaam, immediately after submission deadline and in the presence of Bidders’ representatives who choose to attend.
11. A combined site visit and pre-bid meeting will be held on 18th September 2023, at 10:00 hours local time at the offices of the TANROADS Regional Manager’s Office, Dar es Salaam Region. The visit will commence at the TANROADS Dar es Salaam Regional Manager’s Office.
12. Electronic Bidding will not be permitted and Late Bids will be rejected.
