The Government of the Republic of Angola has received financing from the International Bank for Reconstruction and Development (IBRD) and French Development Agency towards the cost of two water projects: 1) Second Water Institutional Development Project (WSIP-2) and Climate Resilience and Water Security in Angola Project (RECLIMA) and intends to apply part of the proceeds for consulting services under WSIP-2 to undertake the internal audits of the two projects.
The annual audits should be performed in accordance with the International Standards on Auditing (IS As) issued by the International Federation of Accountants (IFAC)/Standard on Internal Audit (SIA) issued by the Internal Audit Standard Board.
The internal audit will cover 2023, 2024 and 2025 and will be carried out on a semi-annual basis. The Internal Audit will evaluate the internal control systems instituted to manage WSIPD-2 and RECLIMA as well as coordination with other ministries and departments as needed,

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General relevant experience (core business, years in business); Specific experience in the field of the assignment and in similar regions/condition; Consultant's organization, management and availability of appropriate skills amongst firm's staff. The audit firm should have a minimum of 10 years of audit experience. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations.
