Title: CONSULTANCY SERVICES FOR A REGIONAL WATER AVAILABILITY AND WATER HARVESTING POTENTIAL STUDY

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance a Regional Water Availability and Water Harvesting Potential Study.
The aim of the Regional Water Availability and Water Harvesting Potential Study is to optimize the required study effort, by addressing those knowledge gaps, both thematically and geographically, that are most directly linked to the successful implementation of Community-level infrastructure investments to increase reliable access to water resources (Subcomponent 2a of this project), by ensuring the necessary knowledge required for the successful planning and construction of rural water supply and harvesting infrastructure, and of the strengthening of rural water services to build drought resilience in the South of Angola (Subcomponent 1c of this project) by providing the necessary knowledge and tools to correctly plan, monitor, repair and maintain water points, especially through the development and updating of Municipal Water Plans, where water resources information is matched with water demand to inform water infrastructure planning.

The Regional Water Availability and Water Harvesting Potential Study will further support Water Resources Management, through the strategic expansion of the Angola water resources knowledge base, the strengthening of institutional capacity of GABHIC and INRH through their involvement in the studies execution and especially as recipients, management, and dissemination agencies of the created knowledge (under Subcomponent 2b of this project)

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Client now intends to hire a consulting firm with at least 15 (fifteen) years of general experience in hydro(geo)logical studies. The Client will assess the Consultants’ general relevant experience (core business, years in business and experience in similar projects) and specific experience in the field of the assignment and in similar conditions/regions.
Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
