Assignment Title: CONSULTANCY SERVICES FOR THE ANALYSIS OF ALTERNATIVES TO SUBSIDISE LOW INCOME POPULATION AND IDENTIFICATION OF POTENTIAL BENEFICIARIES

The Government of Angola has received financing from the World Bank and French Agency for Development toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.

Consultancy Services for the Analysis of Alternatives to Subsidise Low Income Population and Identification of Potential Beneficiaries

The Objective of the assignment is to carry out a study on the context factors/variables and circumstances that justify subsidizing water and sanitation services and targeting mechanisms for subsidization applicable generally in Angola (countrywide) and specifically in Provinces with particular realities.

The scope of services includes:

• Developing a comprehensive subsidy policy, analyzing and comparing different alternatives to fund and target subsidies for the water and sanitation sector.
 Defining a national subsidy framework to be incorporated in the water and sanitation regulatory pricing methodology.
 Developing a subsidy mechanism, identify alternative sources of revenue to fund subsidies and develop improved targeting mechanisms.

The estimated inputs of key experts, excluding support staff, is thirty one (31) person-months; and the duration of the assignment is nine (9) months.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General relevant experience (core business, years in business); Specific experience in the field of the assignment and in similar regions/condition; Technical and managerial organization of the firm. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
