1. The Government of the United Republic of Tanzania has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project Consultancy Services to conducting a feasibility study in Tanzania mainland and Zanzibar archipelago to develop a Project document focusing on enhancing the governance and the environmental sustainability of coastal and marine based socio- economic development in the United Republic of Tanzania. The main objective of the project is to promote ocean-based sectors in Tanzania (in Zanzibar and mainland Tanzania) are inclusive, climate resilient and in harmony with environment and biodiversity in the framework of recent blue economy policies. Particularly, it will follow the specific objectives of (1) managing the ocean-related activities based on scientific evidence at national and local levels, (2) providing coastal communities and private sector with capacities and resilient infrastructures, and (3)improving the governance and efficiency of marine-coastal protected areas as cross-sectorial management tools.
2. The Services of the consultant shall consist in providing the necessary elements for the project’s approval by the Government of the United Republic of Tanzania and the Revolutionary Government of Zanzibar, represented by their respective Ministries of Finance and Planning, and by the Board of AFD Steering committee.
3. It entails the development of a baseline of existing knowledge and review of the governance and economic activity in conservation and economic value chains (fisheries, aquaculture, tourism) developed in the concept note jointly prepared between AFD, the Ministry of Livestock and Fisheries and the ministry of Blue Economy.
This feasibility study will be supporting the development of a project financed by a blended mechanisms of loan and grant to the Ministry of Finance in Mainland and in Zanzibar.
The main deliverablesof the assignment will be:
1. A Feasibility Study Report,
2. The Project Appraisal Document (PAD) written in English (Fiche d’Identification de Projet). The Standard format and outlined will be provided to the selected Consultant.
3. The Application Form to the EU grant process in English. The Standard format and outlined will be provided to the selected Consultant.
4. The Consultant will provide expertise at least in international development projects in the field of fisheries, aquaculture, marine and coastal value chains with a focus on biodiversity conservation and marine protected area management, climate change mitigation and adaptation. The Consultant will show relevant similar experiences, ideally in Eastern Africa region.
3. The Permanent Secretary of the Ministry of Livestock and Fisheries (MLF)hereby invites Applicants to show their interest in delivering the Services described above.This Request for Expressions of Interest is open to: Consulting firms(including self-employed consultant) / Organisations (NGOs)

5. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
6. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant(including any JV member) submits or participates in more than oneapplication, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.If the Applicant is a JV, the expression of interest shall include a copy of the JV Agreement entered into by all members,ora letter of intent to execute a JV Agreement,signed by all members together with a copy of the Agreement proposal,.In the absence of this document, the other members will be considered as Subconsultants.Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
7. Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.Determination of the similarity of the experiences will be based on :
- The contracts size,
The nature of the Services,
The technical area and expertise and
The location Among the submitted applications,The Ministry of Livstock and Fisheries will shortlist a maximum of six (6)Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
8.
