The overall objective of the Commercial Agriculture Development Project (CADP) is to foster commercial agriculture in Angola through a set of integrated investments in hard and soft infrastructure and to facilitate an enabling environment for private participation in the sector. By simultaneously intervening along multiple dimensions, the project aims to remove key constraints to business formation and strengthen the platform for growth in high-potential value chains.

The objective of the audit of the Project Financial Statements (PFSs) is to enable the auditor to express a professional opinion(s) on the financial position of the project at the end of each fiscal year, and on funds received and expenditures incurred for the relevant accounting period.

The project books of accounts provide the basis for preparation of the PFSs by the project implementing agency and are established to reflect the financial transactions in respect of the project. The implementing agency maintains adequate internal controls and supporting documentation for transactions.

The Commercial Agriculture Development Project (CADP) of the Ministry of Agriculture and Forest now invites eligible consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) an internationally recognized audit agency in business for at least 10 years (ii) a minimum of 10 public sector clients including International Donors Agency (iii) a minimum of 10 similar nature audits conducted over the past 5 years, preferably in the public sector (iv) a minimum of 3 procurement audits conducted over the past 3 years in the public sector (v) the Partner being a Chartered Accountant (CA) or Certified Public Accountant (CPA) or ACCA having at least 15 years of working experience and at least 10 years of working experience in a similar field (audit and procurement) of World Bank or any reputed international financing agency funded project (vi) Internal Control Specialist (vii) the firm is regularly supervised/audited by its international mother agency or international body. Key Experts will not be evaluated at the shortlisting stage.
 
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” published in 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

As per the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Least-Cost Selection method set out in the Procurement Regulations.
