CONSULTANCY SERVICES FOR THE DEVELOPMENT OF ENVIRONMENTAL AND SOCIAL SAFEGUARDING INSTRUMENTS WITHIN THE SCOPE OF THE PROJECT FOR THE DESIGN AND CONSTRUCTION OF ELECTRICAL INFRASTRUCTURES IN THE IRRIGATED PERIMETERS OF CAUÁ, CACÁLA AND COREIA 1, IN THE PROVINCES OF CUANZA SUL AND CUANZA NORTE.

The Government of Angola has received financing in the amount of US$ 230 millions from the World Bank and the French Development Agency (AFD) to finance the the Commercial Agriculture Development Project (CADP), whose objective is to increase the productivity of commercial agriculture and market access for selected beneficiaries in the project areas, intends to apply part of this funding to contracting consulting firms for Consultancy Services for the Development of Environmental and Social Safeguarding instruments within the scope of the project for the Design and Construction of Electrical Infrastructures in the Irrigated Perimeters of Cauá, Cacála and Coreia 1, in the provinces of Cuanza Sul and Cuanza Norte, whereas The irrigated perimeters of Cacala and Coreia 1 (Lot 1) are located in the Municipality of Lucala, in the Province of Cuanza Norte and The irrigated perimeter of Cauá (Lot 2) is located in the Province of Cuanza Sul, in the Municipality of Amboim and Commune of Assango.
The specific objectives of the envisaged consultancy should be based on a rigorous and integrated analysis of the identification of natural habitats, including critical natural habitats, and forests in the project area, taking into account the project's intervention perimeters, in the provinces of Cuanza Norte and Cuanza Sul. The consultant will analyze the potential impact of the planned activities during the design, construction, and operation of the projects' electrical infrastructure on these ecosystems in order to determine whether or not to trigger these operational policies and prepare the appropriate instruments in the context of this project requested by the World Bank and the Ministry of Environment (MINAMB).
The service will be provided in the provinces of Cuanza Sul and Cuanza Norte, in the municipalities of Amboim and Lucala, respectively.

The Commercial Agriculture Development Project (CADP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. At least 10 years of experience in identifying, evaluating, defining measures to mitigate environmental and social impacts, and preparing Environmental and Social Impact Assessment (ESIAS) studies in infrastructure projects, in particular electrical infrastructure; b. 3 years of experience and solid knowledge of the World Bank's Operational Policies and Angolan Environmental Legislation; c. Having satisfactorily completed at least two (2) similar studies in sub-Saharan African countries during the last 5 years will be considered an advantage; d. It is mandatory that the consulting firm is registered with MINAMB as an environmental consulting firm and must be in possession of a valid certificate issued by MINAMB. Key Experts will not be evaluated at the shortlisting stage.
The consulting service will have a maximum duration of 6 months (180 days), from the date of signature of the contract, which includes the deadlines for each phase of analysis and approval by the Consultant/Client/WB, of the reports presented (about 30 days) and registered during the process.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. According to the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
