REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTANT SERVICES – FIRMS SELECTION)

Assignment Title: OWNER´S ENGINEER FOR REVIEW AND APPROVAL OF PRELIMINARY DESIGNS AND SUPERVISION OF WORKS FOR REHABILITATION AND EXPANSION DISTRIBUTION NETWORKS, FOR THE 4 CAPITALS OF THE PROVINCES OF ANGOLA (LUANDA, LUBANGO, HUAMBO & BENGUELA CITIES (Packages A, B, and C, 6 Lots, ENDE).)

The Government of the Republic of Angola (GoA) has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP) and intends to apply part of the proceeds for payments of the above-mentioned consulting services.

The OE shall validate the preliminary designs conducted by ENDE, participate in the preparation of the tender documents for the selection of the EPC Contractor, provide technical and management support to ENDE in the supervision of works, during the Pre-Construction, Construction, and Post-Construction Phases, and provide inputs to assist the Project Coordination Unit (PCU) carry out its fiduciary role under the project.

The implementation period is 36 months.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

Core business and experience as consultancy in design and supervision in the power distribution sector, including experience in works of new connections including experience in training of power utility personnel.

Demonstration that they have Supervised minimum three (3) assignment of similar nature and complexity, each consultant contract valued at least $ 2 million;

Be familiar and consider the implementation of the ESHS instruments previously prepared for this project in line with World Bank’s Environmental and Social Framework (ESF) as well the Environmental and Social Standards (ESS) along the Project cycle. Key Experts will not be evaluated at the shortlisting stage.

Note: the ESIAP reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex and will not be affected by the limit of 30 pages.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Consultant’s Quality and Cost-based Selection (QCBS) method”.
