REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTANT SERVICES – FIRMS SELECTION)

Assignment Title: FEASIBILITY STUDY OF CUNENE TRANSMISSION SYSTEM PROJECT (CTS)

Reference No.: AO-MINEA - GEPE- 403827-CS-QCBS

The Government of the Republic of Angola (GoA) has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for payments of the above-mentioned consulting services.

RNT is planning to develop the Cunene Transmission System (CTS) which aims at extending the transmission grid to Cunene province, thus allowing the access of clean and affordable electricity to the populations of Cunene province.

The Specific Objectives of the Study are:

a) Expand the Angolan national grid to Cunene Province;
b) Reduce the diesel generation costs in Cunene Province;
c) Allow renewable energy projects interaction into the grid;
d) Provides an alternate corridor for the SAPP network;
e) Provide the extension of the telecommunication network.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The implementation period is 12 months.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc…).

The shortlisting criteria are:

• The Consulting firm must demonstrate a minimum of 10 years’ experience in preparing Feasibility Studies and Design of Extra High Voltage (equal of above 220 kV) Transmission Systems
• The Consulting Firm must also specifically demonstrate at least 5 experiences in preparing Feasibility Studies and Design of Extra High Voltage (equal of above 220 kV) Transmission Systems in the last 10 years.
Key Experts will not be evaluated at the shortlisting stage.

Note: the ESIAP reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex and will not be affected by the limit of 30 pages.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Consultant’s Quality and Cost-based Selection (QCBS) method”.

Expressions of interest must be preferably delivered by e-mail or delivered by mail, or in person, to the address below, not later than the submission deadline, i.e., on or before February 19, 2024 at 15H00 hours (local time) and mention “Expression of Interest – Feasibility Study of Cunene Transmission System Project (CTS)”.
