The Government of Angola has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Commercial Agriculture Development Project (CADP). The Project is budgeted at US$ 230 million and intends to apply part of the proceeds for consulting services for the Supervision of Works for Rehabilitation of Small and Medium Perimeters of Cauá in Cuanza Sul.
The consulting services (“the Services”) include to assess, monitor, and verify exact compliance with the Project and its amendments, the Contract signed between the Owner and the Contractor, the Specifications that form part of the Contract and the respective Work Plan in force, as well as coordinating the Health and Safety Plan on site.
The consulting service will have a maximum duration of 29 months, with a period of 3 months prior to the Notice of Commencement of the works to review the Execution Project and analyze the Contractor's Proposal, the contract period is 14 months and the warranty period will be 12 months, after provisional acceptance has been granted.
The estimate of man-month, for each lot, is 112.

The service to be performed will be divided into 3 lots: lot 1 - Rehabilitation of the Queve River catchment; lot 2 - Rehabilitation of the Bela Vista Lagoon; lot 3 – Construction of new secondary and tertiary canals; that will be awarded independently, according to the most advantageous proposals under the request of proposal (RFP).
The consultants must indicate for which lot they are applying.
The Commercial Agriculture Development Project (CADP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
i. The Consultant must be an engineering consultancy and inspection company.
ii. 5 years' experience in earthmoving and civil construction of hydraulic works.
iii. It must present at least two references in the last 5 years in the supervision of irrigation projects with canals and more than 200 ha.
iv. Consultant should be fully familiar with the World Bank's procurement documents, the FIDIC Conditions of Contract and construction projects in developing countries.
Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
