The Ministry of Agriculture and Forestry of Angola, MINAGRIF, (hereinafter referred to as "the Client") received grant-type financing (hereinafter referred to as "the funds") from the French Development Agency ("AFD"), to finance the cost of the Project of Performance Improvement and Growth of the Coffee Value Chain in Angola - Mukafé, and it is proposed to use part of the funds for the Hiring of 3 Technical Operators to Execute the technical program of Performance Improvement and Growth of the Coffee Value Chain in Angola.

The Project aims to improve the attractiveness of Robusta coffee varieties in the three target provinces of intervention: a) Cuanza-Sul, b) Cuanza-Norte and c) Uíge. The project aims to contribute to increasing production volume, improving quality, implementing processes aimed at valuing the origins of Angolan coffee, connecting sector agents and promoting specific coffee varieties from the three target provinces for exports. . This objective integrates an inclusive and gender-sensitive approach, as well as sustainable and resilient family farming. The project will reinforce dialogue and collaboration between public institutions in the coffee sector, such as the National Coffee Institute (INCA), the National Institute for Support to SMEs (INAPEM), the National Agency for the Promotion of Investments and Exports ( AIPEX) and private actors in the value chain (producers, aggregators, processors and exporters).

The objective is to recruit an extension service, to be implemented by companies or other organized and relevant entities in the role of Provincial Technical Service Providers, to work towards the development of field activities of the Mukafe project aiming to improve the performance of the Supply Chain. Value of coffee in Angola. In this “private” technical assistance approach, the aim is to develop the productive potential of coffee producers and coffee organizations in the selected provinces.

The main mission of the Technical Operators will be to reinforce technical capabilities within the Coffee Production Systems, both at the family and business level, at the level of formal and informal Producer Organizations (PO). The Technical Operator will promote and facilitate actions to develop beneficial and productive interactions between actors present throughout the coffee Value Chain in the three provinces.

The Project to improve the performance and growth of the Coffee Value Chain in Angola-Mukafé now invites eligible companies to express their interest in providing the services. Companies must provide information demonstrating that they have the necessary qualifications and experience necessary to provide the services. The selection criteria are as follows:

This call for expressions of interest is addressed to:
 Farms, Agricultural or/and Agroindustrial Companies

The eligibility criteria for AFD financing are specified in the "Guidelines for the Transition of Markets financed by AFD in foreign States", available online on the AFD website: https://www.afd.fr/en/ressources/procurement -guidelines-afd-financed-contracts-foreign-countries;

Candidate companies may associate with others to reinforce their qualifications, but must clearly indicate whether the association is in the form of a consortium and/or a subconsultancy. In the case of a consortium, all partners will be jointly and severally responsible for the entire contract, if selected. If the competitor is a consortium, the expression of interest must include:
 a copy of the grouping agreement concluded by all its members, and
 a letter of intent to form a consortium, signed by all its members and accompanied by a copy of the proposed consortium agreement.
In the absence of this document, the other members will be considered as subcontractors.

References and qualifications of subcontractors are not taken into account when evaluating applications.
Interested candidates must provide information demonstrating that they have the necessary qualifications and experience to perform these services. In this regard, they must provide proof that they have references from recent and similar services.

All proposals must be accompanied by a Proposal Guarantee Declaration.
The Technical Operator will coordinate with other projects supporting the Coffee Field Schools (ECC) to ensure due efficiency and complementarity of extension actions.
The Technical Operator will also promote small entrepreneurship linked to support services for the Caf Value Chain
