1.In the capacity of Financial Support Programme for Refugees in Turkey (FRIT 2) funded by EU and delegated to French Development Agency (AFD), ILBANK supplied funding to meet the cost of Municipal Services Project–I. ILBANK intends to apply part of the proceeds toward payments under the contract for the Construction of Malatya Battalgazi-Yesilyurt Sewerage Network (AFD2-MASKİ W1).
2.The Malatya Metropolitan Municipality, General Directorate of Water and Wastewater Authority (MASKİ) now invites sealed Bids from eligible Bidders for the construction of below items in Construction of Malatya Battalgazi-Yesilyurt Sewerage Network (AFD2-MASKİ W1) whose contract duration will be 24 months construction and 12 months for Defects Liability Period.
The works within the scope of this Agreement are as follows:
Within the borders of Dilek and Gündüzbey Yakınca - Bostanbaşı neighborhoods of Yeşilyurt District of Malatya Province;
•Construction of approximately 36,5 (thirty-six point five) km sewerage HDPE corrugated pipelines with diameters varying between Ø200 mm and Ø300 mm,
•Construction of approximately 3 (three) km sewerage concrete pipelines with 500 dose normal cement, integrated gasket and steam cured bellmouth with inner diameters varying between Ø400 mm and Ø 500 mm,
•Construction of approximately 11 km sewerage HDPE corrugated pipelines with diameter Ø150 mm,
•Construction of approximately 750 m sewerage concrete pipelines with diameters Ø150 mm and Ø200 mm,
•Construction of approximately 144 m crossing of horizontal drilling with HDPE corrugated pipes of Ø250 mm and Ø315 mm diameters through steel sheath pipes of Ø400 mm and Ø450 mm diameters respectively,
•Packaged wastewater pumping station with 2 pumps (1 piece),
•Construction of approximately 62 m power transmission line for the pump station. Construction of 313 m pumping line (Ø180 mm HDPE-100 PN:10),
•1953 building connections and manholes (The inner diameter of the manholes is Ø620 mm),
•Approximately 34.550 (thirty-four thousand five hundred and fifty) m2 road reinstatement (Asphalt and concrete paving),
The definitions and descriptions of the Works and Transactions are specified in the Specifications, Design Files, Site Lists and Unit Price Poses that are annexed to the contract.
Quantities based on production are specified in the Unit Price Offer Table. The Contractor shall consider the quantities in the Unit Price Offer table.
In line with the information given in all documents, it is essential that all facilities within the scope of the work are fully and completely constructed and ready for operation.
3.Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the AFD’s “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries” October 2019 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from Malatya Metropolitan Municipality, General Directorate of Water and Wastewater Authority (MASKİ), Mr. Talha İbrahim Arduçoğlu (talhaibrahimarducoglu@maski.gov.tr) and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below.
4.The bidding document in Turkish may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 5.000,00 TL. The method of payment will be direct deposit to bank account number TR 120001500158007302223261 mentioning the payment is for AFD2-MASKİ W1. The bidding document will be sent via courier, hand delivery or by e-mail.
5.Bids must be delivered to the address below on or before 14:00 and 18/07/2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 14:30 and 18/07/2024.
6.All Bids must be accompanied by a “Bid Security” of 200.000 (Twohundredthousand) EUR or equivalent .
