The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and the Bita Water Supply Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include supporting Empresa Pública das Águas de Luanda, E.P. (EPAL), in the implementation of the Bita Water Supply project. The RSA will assist EPAL in ensuring safeguard (environmental and social) aspects of the Bita project are managed and documented in compliance with applicable environmental and social safeguard policies.
The RSA is expected to build the capacity of EPAL staff in the implementation of environmental and social safeguards, with particular focus on the Grievance Redress Mechanism (GRM), resettlement, social accountability, community outreach and citizen engagement, and Sexual Exploration and Abuse and Sexual Harassment (SEA/SH) prevention and mitigation Moreover, the RSA is expected to assist EPAL in providing assurance to the lenders, the guarantors (IBRD, AFD-France), and the Government, that the Project is compliant with applicable WB safeguards policies and with national safeguards requirements under Angolan law.
The contract is expected to start August 2024. The duration for the engagement will be a two-year period with possibility for extension upon satisfactory performance.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services (description of similar assignments, experience in similar conditions, etc.).
The Resident Safeguard Advisor (RSA) candidate must meet the below criteria:
(a) Senior professional with a master’s degree in a relevant field with minimum proven experience of 15 years’ and 5 years working in environmental and social risk management. A bachelor’s degree combined with more 3 years of experience in the field can be considered.
(b) 5 years’ working experience in reviewing or supervising Environmental and Social Impact Studies (ESIA), Environmental and Social Management Plans (ESMP), Occupational, Health and Safety Plans (Site Plan, Health & Safety Plans), Resettlement Action Plans (RAP), Stakeholder Engagement Plan (SEP), Grievance Redress Mechanism (GRM) preferably in water supply infrastructure projects or related projects.
(c) Fluency in Portuguese and English is required.
(d) Work experience in Sub-Saharan African countries will be an advantage.
(e) Computer literacy is required.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the World Bank Procurement Regulations.
