1. The Government of the Republic of Senegal has received funding from the Islamic Development Bank (IsDB) to finance the construction project of a high-end waqf building in downtown Dakar, and intends to allocate part of the proceeds from this financing to payments relating to the market for the construction work of a high-end waqf building in downtown Dakar. The High Authority of Waqf of Senegal intends to pre-qualify contractors and/or companies for the construction of a building consisting of two (02) basements + ground floor + sixteen (16) floors with deep foundations on piles. Invitations to tender should be launched in August 2024.

2. Pre-qualification will be conducted in accordance with the pre-qualification procedures specified in the Guidelines for the Procurement of Goods, Works and Related Services under IsDB-financed Projects, September 2018, (the “Guidelines”) ; it is open to all candidates from countries that meet the criteria of origin, as defined in the Guidelines.

3. Eligible interested candidates can obtain further information and consult the prequalification document from the High Authority of Waqf at the following address: Place OMVS, THIARGANE Building, 4th floor, Mermoz, Dakar-Senegal, Telephone: 33 889 29 90 , Monday to Friday from 9:00 a.m. to 1:00 p.m. and from 3:00 p.m. to 5:00 p.m. Universal Time on working days.

4. Interested candidates can purchase a complete set of the pre-qualification document in French, by making a written request to the above address accompanied by the non-refundable payment of 200,000 F CFA. The payment method will be cash paid to accounting against the issuance of a receipt or discharge which will be presented to the Procurement Unit to obtain the prequalification file. The document will be sent to the applicant in physical version.

5. Application files for pre-qualification must be submitted in a sealed envelope delivered to the above-mentioned address no later than June 21, 2024 at 11:00 a.m. GMT and must be clearly marked “Pre-qualification application for the work construction of a high standard modern waqf daara building in downtown Dakar”.
