1. The Government of Angola has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Commercial Agriculture Development Project (CADP) and intends to apply part of the proceeds toward payments under the contract for the Contractor for the Rehabilitation works on the Perimeter of Cauá.
2. The Commercial Agriculture Development Project (CADP) now invites sealed Bids from eligible Bidders for " Rehabilitation works on the Perimeter of Cauá, with a total area of around 1,457 ha, located in the Province of Cuanza Sul, in the Municipality of Amboim and Assango Commune, involving three rehabilitation and construction contracts for hydraulic works relating to a Queve River catchment , a system of earthen and concrete canals and associated safety and operating works, such as concrete spillways, irrigation bypasses and intakes, hydraulic crossings and service roads.
The construction execution period is estimated at fourteen (14) months, to which must added a period of three (3) months prior to the Notice of Commencement of the works to review the Execution Project and analyze the Contractor's Proposal, and a warranty period will be twelve (12) months, after provisional acceptance has been granted.”

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Commercial Agriculture Development Project (CADP), Anderson Jerónimo, Project Director, aquisicoes@dac.ao and inspect the bidding document during office hours 08:30 am to 03:30 pm at the address given below.
5. The Bidding document in English may be obtained by electronically, free of charge by interested eligible Bidders by email at the address below.
6. Bids must be delivered to the address below 10H30 a.m (Angola time) on July 17, 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on July 17, 2024 at 10H35 a.m. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a “Bid Security” in amount and currency: USD 198 000.00 or an equivalent in local currency or any freely convertible currency.
8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
