Contract Titles: PREQUALIFICATION OF A CONTRACTOR FOR DESIGN, SUPPLY, INSTALLATION, AND COMMISSIONING OF THE REHABILITATION AND EXPANSION DISTRIBUTION NETWORKS FOR LOT 2 (BENGUELA) AND LOT 5 (LUANDA 2) ENDE, ANGOLA

1. The Government of the Republic of Angola (hereinafter called “Borrower”) has received co-financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) and the French Development Agency (FDA) in the form of a “loan” (hereinafter called “loan”) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP) and intends to apply part of the proceeds toward payments under the following contract: Supply, Installation and Commissioning of the Rehabilitation and Expansion Distribution Networks - Lots 2 (Benguela) and 5 (Luanda 2). This contract will be jointly financed by the World Bank (WB) and the French Development Agency (FDA) and the procurement process will be governed by the WB´s Procurement Regulations.

2. The Ministry of Energy and Water (MINEA), intends to prequalify contractors for DESIGN, SUPPLY, INSTALLATION, AND COMMISSIONING OF THE REHABILITATION AND EXPANSION DISTRIBUTION NETWORKS FOR LOT 2 (BENGUELA) AND LOT 5 (LUANDA 2), ENDE, ANGOLA, as per the description provided in Clause 5 of this SPN. It is expected that the Request for Proposal will be made in August 2024. Applicants may be qualified for a maximum of two (2) Lots.

3. The Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers September 2023, Procurement Regulations edition as per legal agreement (“Procurement Regulations”) and is open to all eligible Applicants as defined in the Procurement Regulations.

4. Interested eligible Applicants may obtain further information from the Electricity Sector Improvement and Access Project (ESIAP) at the address below during office hours [09:00 to 15:00 hours]. A complete set of prequalification documents may be requested, free of charge by interested Applicants. The document will be sent by email (in Read Only form).

5. Applications for prequalification should be submitted in clearly marked envelopes as follows:

Contract Description*: LOT 2 – Construction of 605 km of Medium and Low Voltage Network Rehabilitation and Expansion in Benguela City, Rehabilitation and Capacity Reinforcement of the Catumbela 60/30kV Substation and Rehabilitation of the 20 kV Lobito PS1 Switching Station.
LOT 5 – Construction of 912 kms of Medium and Low Voltage Network Expansion, Rehabilitation of 33,3 km of MT Distribution Lines, and Construction of new routes covering 433 km of low voltage network in Luanda City.
