The Services of the consultant shall consist of technical assistance to SQB and shall be focused on the following activities:
- Supporting the operationalization of the credit line: This activity involves an ex ante assessment of the eligibility of the sub-projects that SQB wishes to finance through the credit line. All sub-projects must contribute to climate change mitigiation or adaptation. There is no sectoral focus, with a wide range of sectors being eligible (renewable energy, energy efficiency, agriculture, water, waste, transport, etc.). The consultant will notably be required to calculate the carbon footprint of each sub-project by using the carbon footprint tool of AFD. The consultant will also support SQB in meeting the reporting requirements of AFD (preparation of a detailed information sheet for each sub-project, calculation of the impact indicators of the funded sub-projects, submission of an annual environmental and social monitoring report, etc.). The consultant may also be requested to carry out ex post controls of funded sub-projects.
- Building the capacity of SQB to better assess climate projects and avoid greenwashing: The consultant will provide trainings to SQB staff on how to assess climate projects. The consultant will also support SQB in the implementation of the environmental and social action plan (ESAP) that was agreed between AFD and SQB, the purpose of which is to build the capacity of SQB in environmental and social risk management. The ESAP includes, but is not limited to, improving the environmental and social management system (ESMS) of SQB.
- Marketing and communication to allow SQB to build a green brand: The consultant will support SQB in its marketing and communication activities aimed at promoting its green products in the Uzbek market, with a view to encouraging the uptake of the credit line. Such support will include, but not be limited to, the organization of sensitization workshops, the development of communication materials, as well as the creation and management of relevant online content.
- Training on the impact of climate change on financial risks: The consultant will provide trainings to SQB staff on how to assess the impact of physical and transition risks resulting from climate change on its credit portfolio, with a focus on the specific vulnerabilities of Uzbekistan.
