CONSULTING SERVICES
Expressions of Interest
The Federal Republic of Nigeria has received a financing from Agence Française de Développement ("AFD"), and intends to use part/all of the funds thereof for payments under the following project Jigawa Solar PV Power Plant Feasility Studies (technical, environmental and social, legal and financial) of on-grid with storage Solar Photovolataic powerplants of 200 MW under public ownership with private participation during construction and operation (to be tendered under a competitive process).
Context of the Project
In October 2023, the Federal Government of Nigeria received a grant from the Agence Française de Développement for the feasibility studies of a utility scale Solar PV power plant in Jigawa State. The goal is to achieve a significant reduction on CO2 emissions in the grid, while supporting the growth of electricity demand and access to the populace. The expected results is to develop a Solar PV power plant with a maximum capacity of 200MW.
Services of the Consultant
The current Expression Of Interest aims to select consultants for completing the existing 2021 feasibility studies, complete the conceptual design and assist in the procurement and legal structuring of the Jigawa Solar PV power plant of the Federal Ministry of Power (Final Beneficiary), to be implemented by the Project Delivery team (PDT).
The site has already been selected and aquired at Gwiwa by Federal Ministry of Power and Jigawa State Government. The site is approximately 484ha in size and two identified substations for connection/evacuation; one available and the other in construction. The services of the consultant shall consist of firm and optional services, including but not limited to :
Based on the conclusions of the existing technical gap analysis on the initial 2021 feasibility study, undertake the missing technical and financial studies in order to provide analyses and recommendations to support decision-making with regard to the implementation of the project ;
Carrying out a full Environemental and Social Impact Assessment (ESIA) and a Land Acquisition and Resettlement Action Plan (LARAP), if required, in line with international Environmental and Social best practices and Standards (Eg; World bank guidelines) ;
If required by the PPP regulatory framework, act as the Transaction Advisor for the preparation of an Outline Business Case (OBC) and Full Business Case (FBC) to investigate the feasibility and Value-for-Money (VfM) of involving the private sector ;
Undertake the project implementation strategy (design of procurement structure, tendering strategy, timeline…) ;
Complete the layout and conceptual design of the plant and storage infrastructure (optional) ;
Prepare draft bidding documents for the recruitment of the EPC and O&M contractors and advise the entity responsible during the procurement and selection process (optional) ;
Drafting and negotation of project agreements (concession, PPA…), if required (optional) ;
