REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: SENIOR SOCIAL AND GENDER RISK MANAGEMENT SPECIALIST

The Government of the Republic of Angola (GoA) has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for payments of the above-mentioned consulting services.

The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), whose objective is to improve the operational and commercial performance of the electricity sector utilities and increase electricity access in four selected province capitals in Angola: Luanda, Benguela, Lubango and Huambo. The project is being implemented by the Ministry of Energy and Water and consists of five complementary components: (i)Electricity access expansion and improvement of revenue collection; (ii)Electricity service improvement; (iii)Improvement of PRODEL’s capacity and strengthening sustainable management of generation plants; (iv) Project management support, and (v)Contingent Emergency Response.

A Project Coordination Unit (PCU) is established at the Ministry of Energy and Water (MINEA). The PCU will be responsible for planning, monitoring, and managing the project preparation and the implementation phase of the Electricity Sector Improvement and Access Project (ESIAP). The PCU is managed by a Coordinator.

The Project Coordination Unit (PCU) intends to engage the services of a consultant to take the place of a Senior Social and Gender Specialist. In coordination with the PCU Senior Environmental Officer, the consultant will ensure that MINEA implements the material measures and actions set in the Environmental and Social Commitment Plan (ESCP) so that the Project is implemented in accordance with the World Bank Environmental and Social Standards (ESSs), in particular ensuring compliance with key instruments such as the Resettlement Framework (RF), Stakeholder Engagement Plan (SEP), Labor Management Plan (LMP), Environmental and Social Management Framework (ESMF) and Gender Based Violence (GBV) Action Plan.

The Ministry of Energy and Water (MINEA) invites eligible individual consultants to indicate their interest in providing the services, by sending a Motivation Letter, signed Curriculum Vitae (CV), in a letter addressed the Project Coordinator, with a copy of the ID, and proof of training and skills, as stated in the CV. Interested consultants shall provide information (Declaration), demonstrating that they have the required qualifications and relevant experience to perform the assignment, as per the TOR.

The duration period is 12 months, subject to renewal, upon positive performance and availability of funds.

The Senior Social and Gender Specialist will report to the Project Coordinator and will work in close collaboration with the Senior Environmental Specialist. Also, as a member of the PCU, the Consultant will work closely with the 3 Project focal points of ENDE, RNT and PRODEL.

The shortlisting criteria are:
• A minimum of Bachelor’s Degree in Social Sciences, i.e. Sociology, Psychology, Anthropology, Political Sciences, Gender and Human Rights or equivalent.
• At least eight (8) years of relevant working experience in social development projects, in particular, assessing and managing social risks and impacts (e.g. resettlement impacts), social inclusion, stakeholders’ engagement, community development, communication for social and behaviour change, management of social conflicts/grievances and/or gender and GBV/SEA/SH issues.
• At least three (3) years of relevant experience in planning, implementation, monitoring and evaluation of social development projects.
• Fluent in Portuguese and working knowledge in English language.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method, as set out in the Procurement Regulations.
