The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of Water Supply Design Engineer the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The Water Supply Design Engineer will be hired to support FCMU-WB/AFD projects in relation to the overall design, implementation and monitoring of the water engineering projects associated with project interventions.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The candidate for this position must be a qualified engineer, specialized in hydraulics and/or urban water infrastructures and should demonstrate sound experience in the field of water infrastructures design engineering. They should possess oral and written communication skills and have worked on similar projects. Specifically, they should have the following minimum qualifications:
• Graduate in Civil, Hydraulic, or Environmental engineering. (MSc = Academic Degree of 5 years in total). (Related fields would be accepted upon proven specific professional experience on the field of consulting design engineering of urban water infrastructures)
• Postgraduate and/or Specialization in Sanitary engineering or Water Resources is an advantage.
• At least ten (10) years’ post qualification working experience in the field of engineering design / consulting activities related to water infrastructures.
• At least 7 years’ working experience in design of urban water infrastructures – Bulk Water Supply Systems and Water Distribution Networks.
• Work experience with internationally financed projects, knowledge of FIDIC conditions of Contracts is required.
• Work experience with Public Procurement, preparation of Bidding Documents, Proposals Evaluation, etc. is required.
• Shall have strong computer skills, including software related to engineering design, EPANET, CAD, SIG, MS Project, and Office Package.
• Ability to work with environmental and social teams as well as a multi-faceted team will be an advantage
• Shall be fluent in English and have working knowledge of Portuguese.
The duration of the assignment will be for a period of 24 months, on a full-time basis, with possible extension upon satisfactory performance. The location of the position is in Luanda.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
