ILBANK ("the Beneficiary") has received a grant from the French Development Agency (Agence Française de Développement – “AFD”), for the purpose of financing the costs of the “Municipal Services Project I” (the content of which is further described in the Appendix 1 below). ILBANK intends to apply part of the proceeds for the recruitment of individual consultant services ("the Services") for Environmental Consultant position (AFD2-IND03). One consultant will be hired on a full-time basis.
The Environmental Consultant will join ILBANK’s Project Management Unit (PMU), within its Department of International relations at its headquarters in Ankara, to participate in the daily tasks and activities associated with the management of the Project’s implementation, in close collaboration with ILBANK’s General Directorate, Regional Directorates and involved Water and Wastewater Administrations (SKIs) and Municipalities. The Service is expected to start in October 2024. The estimated duration of the Project is approximately three (3) years. One-year renewable contract with a two (2) months’ probation period will be signed with the Environmental Consultant.
ILBANK invites eligible applicants to indicate their interests for the Services mentioned above. For the Environmental Consultant position, at least 3 (three) and a maximum of six (6) eligible candidates will be shortlisted. In case more than six candidates fulfil all of the shortlisting criteria below, the candidates will be ranked from highest to lowest, according to the criteria that is mentioned as a plus below, (“plus” criteria will be considered according to their addition to the relevancy of the application to the position) and only the top six candidates, after such ranking, will be shortlisted. Those applicants will then receive a Request for Proposal including detailed Terms of Reference.
The scope of the consultant’s services includes; providing environmental management services to the ILBANK PMU during project preparation and implementation. This includes identifying and managing environmental issues, mitigating risks, and ensuring compliance with relevant regulations and standards. The Consultant will assist in preparing and reviewing environmental assessment documents, support stakeholders in finalizing ESHS criteria, and ensure all documents align with WB ESS. They will also monitor and report on environmental performance, conduct field visits, and provide training on environmental issues to ensure comprehensive project understanding and compliance. A possible candidate is expected to have proficiency in key computer applications.
Interested applicants shall submit their Curriculum Vitae (CV) in English in the format given in the Appendix II below, before 02.09.2024, 17.00 (local hour). In their CV, interested applicants must provide information evidencing that they are qualified and experienced to perform the expected Services; only recent and similar services shall be considered when ranking the applications. Determination of the similarity of the experiences will be based on: (i) the nature of the services performed; (ii) the technical area of expertise; (iii) implementation of international donors’ procedures; (iv) experince in environmental compliance monitoring and reporting.
Furthermore, the applicants are expected to fulfil all shortlisting criteria detailed below:
•At least bachelor's degree in Environmental Engineering or any other related field, advanced degree on related field such as environmental sciences, applied ecology, wildlife conversation etc. will be considered as a plus,
•Minimum eight (8) years of work experience in the preparation or implementation of EIA/ESIAs and/or the implementation of ESCPs/ESMPs, additional years of related work experience will be considered as a plus,
•Proven track record of environmental assessment, documentation and/or implementation or monitoring in at least 1 (one) project financed by international financial and development organizations (such as the World Bank/IFC, the European Union, AFD, the United Nations, EBRD, JICA and etc.), amounting to at least two years of full time employment in the last five years,
•Practical knowledge of national environmental legislation, norms and procedures; as well as internationally recognized and widely referenced E&S benchmarks, standards and best practices (WB ESF, IFC PS, EBRD PR, Equator Principles etc.) is required,
•Experience in environmental monitoring and reporting in infrastructure projects such as water or wastewater sector and solid waste management would be a plus.
•Knowledge in national occupational health and safety (OHS) legislation and experience in OHS practices in infrastructure projects would be a plus.
•Fluency in written and oral English and Turkish.
