ILBANK ("the Beneficiary") has received a grant from the French Development Agency (Agence Française de Développement – “AFD”), for the purpose of financing the costs of the “Municipal Services Project I” (the content of which is further described in the Appendix 1 below). ILBANK intends to apply part of the proceeds for the recruitment of individual consultant services ("the Services") for Procurement Consultant position (AFD-IND01/A). One consultant will be hired on a full-time basis.
The Procurement Consultant will join ILBANK’s Project Management Unit (PMU), within its Department of International relations at its headquarters in Ankara, to participate in the daily tasks and activities associated with the management of the Project’s implementation, in close collaboration with ILBANK’s General Directorate, Regional Directorates and involved Water and Wastewater Administrations (SKIs) and Municipalities. The Service is expected to start in November 2024. The estimated duration of the Project is approximately three (3) years. One-year renewable contract with a two (2) months’ probation period will be signed with the Procurement Consultant.
ILBANK invites eligible applicants to indicate their interests for the Services mentioned above. For the Procurement Consultant position, at least 3 (three) and a maximum of six (6) eligible candidates will be shortlisted. In case more than six candidates fulfil all of the shortlisting criteria below, the candidates will be ranked from highest to lowest, according to the criteria that is mentioned as a plus below, (“plus” criteria will be considered according to their addition to the relevancy of the application to the position) and only the top six candidates, after such ranking, will be shortlisted. Those applicants will then receive a Request for Proposal including detailed Terms of Reference.
The Consultant will provide procurement management services to ILBANK PMU, ensuring compliance with the Procurement Plan and AFD guidelines during the project's launch phase. They will assist in preparing and revising project documents, bidding documents, and reviewing tender materials to ensure accuracy, consistency, and adherence to timelines, while also supporting bid evaluations and contract negotiations and management. Additionally, the Consultant will manage procurement records, assist in contract finalization, and ensure all processes align with AFD and EU requirements, preparing for regular audits. A possible candidate is expected to have computer proficiency.
Interested applicants shall submit their Curriculum Vitae (CV) in English in the format given in the Appendix II below, before 10.09.2024, 17.00 (local hour). In their CVs, interested applicants must provide information evidencing that they are qualified and experienced to perform the expected Services; only recent and similar services shall be considered when ranking the applications. Determination of the similarity of the experiences will be based on: (i) the nature of the services performed; (ii) the technical area of expertise; (iii) implementation of international donors’ procedures.
Furthermore, the applicants are expected to fulfil all shortlisting criteria detailed below:
•At least a bachelor's degree in Engineering/Economics/Business/Finance or any other relevant discipline,
•At least seven (7) years of general work experience,
•At least five (5) years of experience in public procurement (additional related professional experience and/or experience working in public agencies/local authorities in Türkiye will be considered as a plus),
•At least three (3) years of experience in the procurement of international financing and development institutions/organizations (such as the World Bank/IFC, the European Union, AFD, the UN, EBRD, JICA, etc.) (additional related professional experience will be considered as a plus),
•Experience in infrastructure projects such as water or wastewater sector and solid waste management would be a plus,
•Fluency in written and oral English and Turkish.
