The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Geotechnical Specialist in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

The overall objective of this consultant is to integrate a Dam Safety Panel of Experts (DSPE) and, in that capacity, to provide independent review and recommendations to the FCMU (Client) for ensuring that safety issues of RECLIMA activities related to dams - and Sendi and Kimaya Dams rehabilitation in particular - be financed by the World Bank are adequately addressed in terms of design, construction, operation and maintenance as required by the Dam Safety Safeguard Policy (OP4.37) of the World Bank.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The Geotechnics Specialist should meet the following minimum requirements:

• An MSc degree in Geotechnical Engineering and 5 years of professional experience or BSc with 10 years of field experience,
• Fluency in English.
• Minimum 10 years of experience as a geotechnics specialist in designing and construction of large dams including concrete dams,
• Minimum 10 years of experience in rock scouring assessment and energy dissipation design of large dams,
• Minimum 10 years of experience of working in internationally financed Hydrology, Hydraulics, Water Resources projects.

Will be considered an advantage
• Having done similar dam related work in the last three years,
• Having taken part in a Dam Safety Panel,
• Fluency in Portuguese or Spanish

The services are envisaged to start in September 2024 and end in December 2027. The estimated total input is 75 person days.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
