ILBANK ("the Beneficiary") has received a grant from the French Development Agency (Agence Française de Développement - “AFD”), for the purpose of financing the costs of the “Municipal Services Project I” (the content of which is further described in the Appendix 1 below). ILBANK intends to apply part of the proceeds for the recruitment of individual consultant services ("the Services") for Technical Consultant position (AFD-IND02). One consultant will be hired on a full-time basis.

Technical Consultant will join ILBANK’s Project Management Unit (PMU), within its Department of International Relations at its headquarters in Ankara, to participate in the daily tasks and activities associated with the management of the Project’s implementation, in close collaboration with ILBANK’s Regional Directorates and involved Water and Wastewater Administrations (SKIs) and Municipalities. The Service is expected to start in January, 2024. One-year renewable contract with a 2 (two) months probation period, will be signed with the Technical Consultant.

ILBANK invites eligible applicants to indicate their interests for the service mentioned above. For Technical Consultant position, at least 3 (three) and a maximum of 6 (six) eligible candidates will be shortlisted. In case more than six candidates fulfil all of the shortlisting criteria below, the candidates will be ranked from highest to lowest, according to the criteria that is mentioned as a plus below, (‘’plus’’ criteria will be considered according to their addition to the relevancy of the application to the position) and only the top six candidates, after such ranking will be shortlisted. Those applicants will then receive a Request for Proposal including detailed terms of reference.

The scope of the consultant's services includes; supporting the ILBANK PMU in managing project preparation and implementation assist in technical concerns to provide compliance and improvement recommendations. Interested applicants shall submit their Curriculum Vitae (CV) in English in the format given in the Appendix II below, before, _____(Türkiye time) In their CV, interested applicants must provide information evidencing that they are qualified and experienced to perform the expected service; only recent and similar services shall be considered when ranking the applications. Determination of the similarity of the experiences will be based on: (i) the nature of the services performed; (ii) the technical area of expertise; (iii) implementation of international donors’ procedures; (iv) experience in water and sanitation sector.

Furthermore, the applicants are expected to fulfill all shortlisting criteria detailed below:
• At least bachelor's degree preferably in Civil or Environmental Engineering or any other relevant discipline.
• Minimum five years’ work experience in water and sanitation sector (advanced biological wastewater treatment plants, sewage networks, drinking water transmission and distribution networks, stormwater collection and drainage systems,etc.). Additional years of related work experience will be considered as a plus.
• Experience with the Municipal Sector in Türkiye is an asset.
• Proven track record in the projects financed by international financial institutions and development organizations (such as the World Bank, the European Union, AFD, JICA, the
United Nations) is an asset.
• Proven track record on similar projects requiring hydraulic engineering calculations; water and wastewater network/pipeline installation, designing storage tanks, valves and pumping stations; technical principles of various types of WWTP design, processes and operation etc. to at least five years will be considered as asset
• Proficiency in key computer applications (MS Office and Computer-aided Design CAD Skills).
• Fluency in written and oral English and Turkish;
