To support the mobilisation of innovative climate finance in the buildings sector, the Partnership for Energy Efficiency in Buildings (PEEB) advises partner countries on financing climate mitigation projects via new market mechanisms under Article 6 of the Paris Agreement. This includes examining the suitability of these mechanisms for funding green buildings projects and supporting experts in the relevant institutions (e.g. ministries of construction and the environment) in implementing methodological standards and programmes under Art. 6 for the buildings sector. In doing so, PEEB builds on the status of international climate negotiations and the current established architecture on Article 6 in countries, and emerging practice in terms of methodologies, and coordinates with projects working on climate finance and Article 6. For the development and implementation of mitigation projects under these mechanisms, sound and stringent methodological approaches for selecting suitable projects, calculating emission savings, assessing additionality and monitoring and verification will be crucial to establish verifiable and robust greenhouse gas (GHG) emissions reductions systems and guarantee environmental integrity and additionality. There is a range of methodologies developed under the Clean Development Mechanism (CDM) and other initiatives to calculate the GHG emissions reductions for buildings sector. There is also considerable information of general guidance on how to monitor and measure greenhouse gas emissions for the buildings sector (e.g. United Nations Framework Convention on Climate Change: Compendium on Greenhouse Gas Baselines and Monitoring, Building and Construction Sector).
