The Egyptian Holding Company for Silos & Storage has received a financing from the EU managed by Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following Project: EU صوامع (SAWAME3) “EU Support to improve grain storage in Egypt”
The EU delegated 60 M EUR to AFD for the implementation of the project related to the grain silos which is related to this assignment.
Based on the pre-feasibility study in May 2023 &Environmental and Social Management Framework in March 2023, the Government of Egypt has identified 5 silos complexes: Kafr El-Shiekh – Beni Sweif – Al-Dakahlia – Al-Minya – Assiut with capacities of 30,000 metric tons to 105,000 metric tons at each location. The selection and capacities have been determined in consistence with relevant multi-criteria including but not limited to the quantity and sustainability of the local production, distribution and population served, land availability and accessibility to the transportation network (roads and railways) and environmental and social risks.
The Services of the consultant shall consist of:
1-Prepare the Environmental Impact Assessment (EIA)
- Prepare the EIA based on the Environmental and Social Management Framework prepared in March 2023.
- Get the approval of Egyptian Environmental Affairs Authority (EEAA) on the EIA on behalf of EHCSS.
2-Monitoring and Reporting
- Review the tender documents which is prepared by EHCSS before sending to AFD,
- Review the design and specs submitted by the contractors including the E&S standards,
- To visit the sites every 3 months to monitor the E&S consideration during the construction, equipment installation and testing,
- Submit a report every 3 month to AFD
The Egyptian Holding Company for Silos & Storage hereby invites the Consulting firms to show their interest in delivering the Services described above.
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
 a copy of the JV Agreement entered into by all members,
or
 a letter of intent to execute a JV Agreement,signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
 The signed contracts size; (min. 3 contracts within the last 5 years ,not less than 1M € each)
 The nature of the Services (preparing and following the implementation of ESIA – supervision of works– preparing/reviewing of tender documents) for both Mega projects and similar projects.
 The technical area and expertise
o Environmental and Social frame work
o Preparing tender documents (Turnkey contracts – FIDIC Silver Book)
o Preparing tender documents according to the EU or AFD guidelines
o Monitoring, assessment & reporting on mega projects (Civil – Electro-Mechanic – Architect)
o The team of the consultant should include a Procurement Specialist (experienced in preparing and evaluating tender documents on a turnkey basis – FIDIC Silver Book).
o The technical proposal of the consulting firm should address the approach to procurement and contracting tasks.
 The location in: Middle East, North Africa, Arab countries and preferable in Egypt
The Client will also take into account for the evaluation of the applications the following items:
 Exisiting of Local representatives /partners in Egypt;
 Quality assurance procedures and certifications such as ISO 9001 or environmental and social certification.
 Previous Experience with European Union, AFD or World Bank projects.
 Knowledge of the international or Egyptian standards & regulations regarding Environment.
 No restrictions to work in Egypt.
Among the submitted applications, The Egyptian holding Company for Silos & Storage will shortlist a maximum of six (6) Applicants, whom will receive the Request for Proposal (RFP)
