The Ministry of Electricity and Renewable Energy (MoERE) of the Arab Republic of Egypt has received a financing from the Agency Française de Development (AFD) to provide a technical assistance to 'Support the Implementation of Key Measures towards the Reform of the Energy Sector in Egypt". The objective is to modernize the energy sector and increase the renewable energy penetration in the energy mix according to Integrated Sustainable Energy Strategy (ISES) 2035.
In this context, the MoERE aims to plan for distribution grid in Egypt. through:
- Network Planning and Optimization for Distributed Energy Systems in EEHC Distribution Networks
The MOERE of the Arab Republic of Egypt hereby invites consulting firms to submit their Expressions of Interest for the above consultancy service project.
The Ministry of Electricity and Renewable Energy (“MoERE”) of the Arab Republic of Egypt has received financing from the Agence Française de Développement (“AFD”). It intends to use part of the funds thereof for payments under the following project: Network Planning and Optimization for Distributed Energy Systems in EEHC Distribution Networks.
The Agence Française de Développement (AFD) a bilateral financial institution implementing French development policy financing- (“The Grand Financier”) has agreed to provide a budget support financing to the GoE to accompany the implementation of the energy reforms that it deems essential for the sustainable development of the energy sector. This support includes technical assistance (TA) to the Ministry of Electricity and Renewable Energy (MoERE) and its affiliates (jointly referred to as “The Client”) on the topic concerned with procurement and coordination expert (“The Assignment”). This assignment is part of the TA Program supporting actions and policy reforms for the Egyptian energy transition.
Within this context, the AFD has agreed to make available to the GoE a Global Grant of up to 1 million Euro (EUR 1,000,000) to finance technical assistance (the "Project") aiming at supporting the implementation of key measures towards the reform of the energy sector in Egypt and under the objectives presented in this Request for Expressions of Interest “REoI”.
The National Renewable Energy Authority (NREA) and the Egyptian Electricity Holding Company (EEHC) are focused on improving the integration of renewable energy sources at the distribution level. To enhance the resilience and sustainability of electric distribution networks. The consultant's services aim to address these challenges through a comprehensive suite of solutions tailored to optimize the integration of DERs, such as solar photovoltaic systems, wind energy, and battery storage.
The Services of the Consultant shall consist of, but not limited of the following:
• Assessment of Current Grid Planning Capacity: Evaluate EEHC’s existing grid planning capabilities and capacity, identifying technical strengths, gaps, and areas for improvement in managing the integration of distributed energy resources (DERs).
• Review of International Best Practices: Review and adapt international best practices in network planning and DER integration, tailoring these practices to meet EEHC’s specific needs and context.
• Data Collection and Verification: Establish a comprehensive methodology for accurate data collection and verification, ensuring reliable forecasting, planning, and decision-making for DER integration.
• Planning for DER Integration: Develop and implement a robust planning methodology for integrating DERs, including electric vehicles (EVs), photovoltaic (PV) systems, and battery storage, into the distribution network. This plan should incorporate advanced forecasting and scenario.
• Load Forecasting: Utilize advanced load forecasting models to predict changes in demand and load profiles, considering the impact of EV adoption, rooftop solar, and battery storage on the network.
• Technical and Financial Impact Assessment: Assess the technical and financial impact of DER integration on network performance, focusing on grid reliability and financial implications, and propose strategies to mitigate any negative effects.
• Capacity Building and Training: Develop and deliver targeted training programs to strengthen EEHC staff’s ability to manage and optimize DER integration, ensuring the successful execution of the planning strategies.
• Continuous Progress and Adoption Program: Establish a program to ensure continuous progress on the planning strategy, including mechanisms for regular updates, feedback loops, and ongoing adoption by EEHC colleagues. This program should focus on sustaining long-term engagement and ensuring the planning strategy becomes fully integrated into EEHC’s distribution teams culture.
• Tooles of programs and moduling for grid distributin networks, incloding main parameters, i.e (input & output tooles, measurment tooles & prossisng tooles-………..).
