Eligibilité des Soumissionaires:   • Relevant Project Experience: At least two contracts successfully completed in the last ten (10) years of similar size and complexity, involving the design of irrigation schemes with a command area of not less than 1,000 hectares and incorporating earth dams or barrages. In the case of a joint venture, this requirement shall be met by either one member or collectively by two members (each having completed at least one qualifying contract).
• Dam Design Expertise: Proven experience in the design of earth dams with a minimum height of 25 meters, including integration of dam safety considerations during planning, design, and construction supervision.
• Climate Resilience Integration: At least ten (10) years of demonstrated experience in integrating climate change projections into infrastructure planning and design, particularly using bottom-up, decision-scaling approaches as outlined in the World Bank’s "Decision Tree Framework" for climate uncertainty in water resources planning (https://elibrary.worldbank.org/doi/abs/10.1596/978-1-4648-0477-9).
• International Development Project Experience: Experience executing at least two (2) projects of comparable size and complexity in the past 10 years, financed by multilateral development banks or international donors, is considered an advantage.
• Language and Regional Experience: Experience working in Portuguese-speaking countries is an advantage.

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance the Works supervision of the Rehabilitation of Sendi and Quimaia Dams, and Irrigation System – Quipungo, Huila Province.

The consultancy's main objective is to supervise the rehabilitation of Sendi and Quimaia dams and irrigation systems, ensuring adherence to design specifications, quality control, and performance monitoring during the defects liability period. Additionally, the consultancy will oversee the contractor’s implementation of the Contractor’s Environmental and Social Management Plan (C-ESMP), aligning it with the project's applicable Environmental and Social (E&S) instruments, including the ESIA, ESMP, RAP, SEP, LMP, and ESCP. Ensure all dam safety requirements are met, focusing on structural stability, flood risk mitigation, and emergency preparedness.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant’s mandatory requirements are as follows:

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
