The Federal Democratic Republic of Ethiopia has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project:
Ethiopian Electric Power (EEP)’s Training Institute and Capacity Building Project
Ethiopian Electric Power (EEP) is the Ethiopian public utility responsible for the production and transmission of electricity in the country. Through a financing from AFD, the project will intend to address the issues of professionalization and reduction of gender inequalities in the Ethiopian electricity sector with the following sub-objectives:
- Build EEP's capacity to ensure effective, proactive and inclusive management of its human capital,
- Revitalize the company's internal continuous training system, in particular through the construction of a training center,
- To progressively open this new training system to other operational and academic players in the sector.
The project will also have as a transversal objective the sustainable reduction of gender inequalities within EEP, resulting in improved working conditions for women within the company and an increase in the number of women trained for technical and managerial positions. The project will support partnerships with vocational training and higher education stakeholders to increase the number of women and girls in technical training courses in the energy sector.
Finally, by providing human resources with the skills needed to design, build and operate decarbonized infrastructure that is resilient to the effects of climate change, the project will be a lever for the country's energy transition.
The Services of the consultant shall consist Engineering, Architectural Design and Supervision for Ethiopian Electric Power (EEP) Training Institute (approx. 54 months) to: prepare the conceptual and final design and technical specifications of the training center, to support EEP in the procurement of contractors and suppliers, and to supervise the implementation of the proposed investment and the performance of the contractors, in coordination and approval with EEP and AFD.
EEP, hereby, invites Applicants to show their interest in delivering the Services described above.
This Request for Expressions of Interest is open to:

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub consultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include: −
− a copy of the JV Agreement entered into by all members, or
− a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Sub consultants.
Experiences and qualifications of Sub consultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent (not less than ten (10) years) and similar services shall be submitted.

Objectives
Construction of the training center of the Ethiopian Electric Power including;
- Access roads and site preparation for building implementation
- Construction of classrooms, laboratories and workshops
- Construction of gender-inclusive Dormitories with sanitary , laundries
Construction of canteen/restaurant with storage, kitchen, waste management
- Landscaping,
- Waste management for the whole compound with waste sorting
- Offices
- Sports playground
Site fencing and security of the compound, including training of staff on health and safety procedures
At all stage of the design and construction:
- Design including energy efficiency and renewable energies (e.g. low carbon concrete, solar panels on buildings),
- Passive solar design of building (bioclimatic)
- High Environmental Quality, including air quality, site sustainable approach, biodiversity preservation and improvement, daylight access, thermal comfort, water saving, waste sorting and recycling, …
- Use of sustainable and local materials and equipment (low carbon footprint)

Services are expected to start on March 2026 and have an approximate total duration of fifty-four (54) months.

Description and Scope of services
Task 1. Design: preparation of the architectural and technical lay-out, work in cooperation with an AFD’s green building consultant to ensure a holistic sustainable approach, drawings, technical specifications, final detailed design, bidding documents and procurement packaging for the various procurement categories, i.e. works for construction, supply and installation of equipment;
Task 2. Procurement: Assistance in the preparation of bidding documents and answers to requests for clarifications, evaluation of bids, pre contract negotiations and contract awards for contractors and suppliers;

Task 3. Supervision of works installation, underground water drilling, assistance in quality control, timely completion of sub-projects, acceptance of the works commissioned on the sites.
Task 4. Technical monitoring and evaluation: definition of monitoring plan, assistance for purchasing equipment, installation of equipment (equipment like Sanitary, Kitchen, Laundry, canteen furniture, Dormitory furniture and other similar non training equipment)
Task 5 Technical, environmental and social monitoring and evaluation for which the construction environmental and technical report will be produced
Task 6 Furniture and appliances for the buildings except workshops - The furniture and appliances will be integrated to the content of the technical specification of the Contractor

Determination of the similarity of the experiences will be based on:
− A firm that has completed 2 (two) similar projects (training institutes equipped with facilities such as Electrical and/or Mechanical workshops, Sanitary, Kitchen, Laundry, canteen furniture, Dormitory furniture and other similar non training equipment) in the past 10 years
− The construction costs of the completed similar projects (training institutes training institutes equipped with facilities such as Electrical and/or Mechanical workshops, Sanitary, Kitchen, Laundry, canteen furniture, Dormitory furniture and other similar non training equipment) which the firm worked at as a consultant shall be minimum of 7,000,000 EUR;
− The nature of the Services:
o architectural services: full design of buildings including preliminary study, execution plans,
o engineering: technical design of buildings: civil engineering, infra and superstructure, electricity equipment and network, including the preliminary technical study, the detailed execution plans, the detailed technical specifications,
o works supervision and commissioning (including Defect Liability Period – DLP following),
o sustainability approach and use of local materials,
o Energy-efficiency in buildings.
− Scope of works:
o the construction of: buildings: classrooms, workshops, offices, dormitories, restaurant/canteen,
o external works: access roads, landscaping, car and trucks parking, external lighting, fences and security control,
o water and electricity supply, sanitation and sewage;

− Proven experiences in designing and supervising buildings.
− Experiences in designing and supervising building execution in Africa will be considered as a bonus in comparing two applications of equal rank in the standings.
− Proven experiences in Eco conception, energy efficiency, and environmental and social risk mitigation.


The Client will also take into account for the evaluation of the applications the following items:
− Skills and availability of in-house technical back-up experts provided to the on-site experts;
− Local partners;
− Quality assurance procedures and certifications: ISO 9001 and ISO14001.

Guidelines for the expressions of interest

Expressions of Interest should be submitted in one (1) hard copy and a soft copy in PDF format.

In order to ease the evaluation process, it is required that the application documents do not exceed eighty (80) pages written in English language, gathered in one (1) file with a maximum size of 10 MB.

The expression of interest file shall include, at a minimum:
- The letter of expression of interest signed by the Applicant or representative of the JV;
- The copy of the co-contracting (joint venture)agreement (if relevant);
- The presentation of the main Applicant (legal existence, organizational chart & staff, financial statement/turnover over the last 5 years etc., certificate of non-bankruptcy if available);
- The relevant past and ongoing references of the Applicant since January 2015 (see “Determination of the similarity of the experiences above”) with brief description (year(s) of implementation, duration of Services, brief description…)
- A concept note of up to Two (2) pages describing briefly the understanding of the service, its methodology, its organization including articulation of international and local expertise, its recommendations and prerequisites;
- The signed Statement of Integrity, Eligibility and Social & Environment responsibility (see appendix).
Among the submitted applications, EEP will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.

The Expressions of Interest must be submitted to the address below no later than 6 August 2025, 4:00 PM Local Time (Addis Ababa)

Request for clarification have to be sent in a written form exclusively to the Client, not later than ten (10) working days before submission. Answers will be sent to all potential Applicants having withdrawn the Request for Expression of Interest from DG Market.

An application that does not meet the above listed requirements will be rejected.
