1. INTRODUCTION
AUDA-NEPAD has designated a portion of its budget to train management and staff on
implementation modalities related to Procurement, Grants, and Sub-Delegation. This
training is expected to enhance the effectiveness and impact of utilizing these mechanisms
in program delivery.
The Procurement, Grants, and Sub-Delegation Division plays a pivotal role in supporting
AUDA-NEPAD’s mission by contributing strategically to the achievement of its
organizational objectives. While inherently a strategic function, it also serves as a
foundational element in strengthening the efficiency and effectiveness of program and
project implementation. Procurement within the agency is not viewed in isolation, but as an
integral part of the broader development process.
Aligned with AUDA-NEPAD’s theory of change, the Division recognizes that the African
Union (AU), its Member States, and Regional Economic Communities (RECs) bear the
primary responsibility for formulating strong policies, programs, projects, and strategies that
drive continental integration and development.
In line with AUDA-NEPAD’s strategic commitment to enhancing mandate delivery through
a holistic and integrated approach, the strengthening of support functions such as
procurement and grants is essential to building institutional capacity and improving overall
delivery outcomes.
2. OBJECTIVES
The objective of the consultancy is to design and deliver comprehensive training for key
stakeholders including leadership, decision-makers, and relevant business units on
Procurement, Grants, and Sub-Delegation. The training aims to build capacity, enhance
understanding of policies and procedures, and promote improved governance, transparency,
and accountability in the management of procurement and grant-related functions across AUDA-
NEPAD operations.
Specific Objectives
• To assist management in making informed Procurement and Grants decisions that align
with and support the achievement of organizational goals;
• To equip staff with the knowledge and skills necessary to effectively manage
procurement processes and grant management compliance, ensuring transparency,
efficiency, and adherence to organizational and donor guidelines;
• To ensure timely delivery of goods and services, optimal resource utilization, and
improved support to beneficiaries through increased trust and accountability.
• To strengthen managerial support in the implementation of procurement and grant
processes, ensuring effective oversight and alignment with organizational goals
3. SCOPE OF THE ASSIGNMENT
The consultant will be responsible for designing and delivering a targeted capacity-building
program in Procurement, Grants, and Sub-Delegation for stakeholders across AUDA-NEPAD,
including leadership, decision-makers, and business units. The goal is to strengthen institutional
understanding of procurement, Grants, and Sub-Delegation policies, practices, and governance,
aligned with AUDA-NEPAD’s strategic and operational frameworks.
The training should be tailored to address both high-level strategic procurement, Grants, and
Sub-Delegation decision-making and operational-level implementation, ensuring improved
compliance, accountability efficiency in implementing and execution of procurement and sub-
delegation to the AUDA-NEPAD beneficiaries.
Activities and Tasks
a. Needs Assessment
• Conduct a rapid needs assessment to identify knowledge gaps, training needs, and
priority areas for stakeholders in procurement, Grants, and Sub-Delegation.
• Engage key departments Supply Chain Division and Operations to tailor training
content to the roles and responsibilities of various stakeholder groups.
b. Training Material Development
• Develop a comprehensive training curriculum and materials aligned with AUDA-
NEPAD procurement, Grants, and Sub-Delegation policies, AU guidelines, and
international best practices.
• Customize modules for different audiences (e.g., leadership vs. operational units
• Provide appropriate class training methodology including but not limited to case
studies, group work, role plays, real life scenarios and coaching with a view to embed
industry and sector knowledge.
c. Training Delivery
• Facilitate interactive training sessions (, in-person, or hybrid) targeting:
❖ Leadership and decision-makers: focusing on strategic procurement oversight,
governance, and accountability.
❖ Business units and technical staff: focusing on operational procurement
procedures, compliance, and execution.
• Employ adult learning techniques, industry examples, case studies, and practical
exercises to enhance engagement and retention.
d. Resource Materials
• Provide participants with training manuals, presentations, toolkits, and reference
guides to support ongoing learning and application.
e. Monitoring and Feedback
• Collect feedback from participants to assess the relevance, effectiveness, and
applicability of the training.
• Revise and refine content where needed based on feedback and observations during
delivery.
f. Final Report and Recommendations
• Submit a comprehensive final report outlining training activities, participant feedback,
outcomes, recommendations for future capacity-building initiatives and certificates
4. EXPECTED OUTPUTS:
The consultancy is expected to lead to the following outcomes:
a. Enhanced Capacity and Awareness:
• Stakeholders, including leadership, decision-makers, and business units, will
demonstrate increased understanding of AUDA-NEPAD’s procurement, grants,
and sub-delegation policies, processes, and compliance requirements.
b. Improved Governance and Accountability:
• Strengthened institutional governance through informed decision-making, better
oversight mechanisms, and improved accountability in procurement and grants
management.
c. Consistent Application of Procedures:
• Standardized and compliant implementation of procurement, grants, and sub-
delegation procedures across departments and units.
d. Sustainable Knowledge Transfer:
• Participants will be equipped with practical tools, guidelines, and reference
materials to ensure continued application and internal capacity development.
e. The final output of the training will be certificates for the participants
5. AUDA-NEPAD now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that
they have the required qualifications and relevant experience to perform the Services.
6. Interested firms must provide information indicating that they are qualified and experienced
to perform the services. The shortlisting criteria are:
a. The firm is required to have minimum of ten (10) years’ experience in Sub-delegation &
Grants Management, Public Procurement, Public Expenditure and Supply Chain training
and capacity building with reputable and recognised international, public sector and
government based institutions;
b. The firm must have the capability and capacity to develop tailor made programmes,
offering training across material in topics on modern in Sub-delegation & Grants
Management, Public Procurement, Project Procurement and, providing delegates with
the enhanced skills and confidence they need to make a positive impact; and
c. Be certified to issue recognised certificates for the participants after the training session
6.1 Procurement Expert/Team leader
Qualifications and Experience of the Procurement Expert/Team leader
Qualifications
Master’s degree in Supply Chain Management, Procurement, Business Administration,
Economics or any other related field. A PhD in a related field is an added advantage.
Experience
• More than 10 years Extensive experience in supply chain management and Grants
and sub-delegation, institutional assessments, and research.
• Knowledge of Sub-grants and sub-delegation processes USAID Models and other
international best practices and organizational management with more than 5
years of experience in the field
• Have 5 years of experience doing consultancy of assessment of multinational
organizations
• Proven track record of working with development agencies or international
organizations.
• Knowledge and experience with AUDA-NEPAD will be an added advantage
6.2 Key Expert 2: Grants and Sub-delegation Expert
Qualifications and experience of the Key expert 2: Grants and Sub-delegation Expert
Qualifications
A minimum of a Masters ’s Degree in Business Management, Procurement and Supply Chain
Management, Finance, fundraising or any other relevant discipline
Experience
• Minimum of ten (10) years of progressive professional experience in the field of grants
and sub-delegation management.
• Experience in managing complex Grants & Sub-delegation for an international agency.
• Knowledge of grant application mechanisms, implementation and fund disbursement
modalities including results-based funding modalities.
• Experience in developing grants/sub-delegation procedures and working documents.
THE SHORTLISTING CRITERIA ARE:
For evaluation of the expressions of interest, the following criteria will be applied:
a) Specific experience of the Consultant (as a firm) relevant to the Assignment [35 Pts];
b) Organization & Staffing [5 Pts];
c) Key Experts’ qualifications and competence for the Assignment [ 50 Pts];
d) Local participation among Key Experts [4 Pts]
e) Firms Knowledge of the AU Region & Culture of the sector [6 Pts]
Passmark is 70 points and only the firm that obtains the highest points shall be invited to
submit a combined technical and financial proposal.
7. Submission Requirements
Interested Firms are requested to submit the following documents for AUDA-NEPAD
consideration:
a. Signed Declaration of undertaking
b. An Official signed Letter from an authorized official, expressing interest of the firm
to participate in the Consultancy;
c. General profile and background of the firm which should elaborate the following:
i. Core Business of the firms
ii. Names of authorized representatives of the firms (Power of Attorney).
iii. In the cases of Consortiums/Partnerships/Associations shall be required to
submit Joint venture Agreements/Joint Association letters stating the lead
firm.
iv. Commercial Registration of the firms attaching Registrations certificates;
d. Experience of the Firm in handling consultancy services of a similar nature; and
e. CVs of above mentioned 2 Key Experts. Availability of Professional Key Staff with
Suitable Qualifications and experience in the field of assignment.
8. Reporting and Time Schedules: The duration of assignment is expected to last maximum
three (3) months. The Consultant will report directly to the Head of Supply Chain Division.
9. Consultants may associate with other firms in the form of a joint venture or a sub-
consultancy to enhance their qualifications. Firms from African Union Members States
and/or joint ventures will have an added advantage.
10. A Firm will be selected in accordance with the “Selection Based on Consultant’s
Qualifications (CQS)” method set out in the AU Procurement Guidelines. This is an
Expression of Interest (EOI) only; submission of Financial Proposals is not
applicable at this stage.
11. AUDA-NEPAD reserves the right to verify any information provided by
prospective entities/individuals and false information will lead to disqualification. The
AUDA-NEPAD Agency reserves the right to cancel the procurement process without
stating any reason.
12. Only Consulting Firms are eligible for this assignment if they fulfil the following eligibility
criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the African Union Commission,
World Bank or any other multilateral development bank and being listed on the
website
http://www.worldbank.org/debarr or respectively on the relevant list of any
other multilateral development bank. Further, we are not ineligible under pursuant to
a decision of the African Union Commission, United Nations Security Council along
with any of the sub-consultants, subcontractors, suppliers, or service providers for
any part of the contract;
c) Have not been convicted by a final judgement or a final administrative decision or
subject to financial sanctions by the United Nations or Country for involvement in a
criminal organisation, money laundering, terrorist-related offences, child labour or
trafficking in human beings; this criterion of exclusion is also applicable to legal
Persons, whose majority of shares are held or factually controlled by natural or legal
Persons which themselves are subject to such convictions or sanctions;
d) Are not a shell company nor has their company been created specifically for this bid
and are legally registered to operate a business under the Laws of their country;
e) Are not being bankrupt, wound up or ceasing our activities, having their activities
administered by courts, having entered receivership, reorganisation or being in any
analogous situation;
f) Are not involved in corruption: offering, giving, receiving or soliciting, directly or
indirectly, anything of value to influence improperly the actions of another party; and
g) Comply with their national tax and social security laws.
