Procurement Title: End-Term Project Evaluation of African Science Technology and Innovation
Indicators (ASTII) Phase Four, from December 2021 to 2025

1. The Africa Union Development Agency - New Partnership for Africa’s Development (AUDA-
NEPAD) has received financing from Swedish International Development Cooperation Agency

(Sida) toward the cost of the African Science Technology and Innovation Indicators (ASTII) Project
– Phase Four which is implemented in consortium with Lund University, and intends to apply part
of the proceeds for consulting services.
2. The main objectives of the consulting services are to:

• Provide an independent assessment to the consortium and Sida of the progress of the on-
going ASTII phase four and learn from what works well and less well. The evaluation will be

used to inform decisions on how project implementation may be adjusted and improved.
• Provide the consortium and Sida with input to upcoming discussions concerning the
preparation of ASTII phase five.
3. The level of effort is estimated at 80 person days to be implemented in a three (3) months period.

5. AUDA-NEPAD now invites eligible consultancy firms (“Consultants”) to indicate their interest in
providing the Services. Interested firms should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services.
6. The shortlisting criteria to be used for evaluation of the expressions of interest shall be as follows:
a. Experience of the Firm (35 points);
b. Qualifications and Experience of Key Experts (50 points);
c. Firm and team members knowledge of the relevant OECD standards and other international
guidelines (15 points)
The minimum qualifying score is 70 points. Only the firm with the highest score will be invited to
submit a combined technical and financial proposal. Selection will be conducted in accordance with
the “Consultant Qualification Selection (CQS)” method as outlined in the AU Procurement
Guidelines. Please note that this is an Expression of Interest (EOI) stage only; financial
proposals should not be submitted at this time.
7. Expressions of interest must be delivered to the address below by email on or before July 29th
2025 14:30 hours (South African Time). All EOI’s must be marked:
