Initiatives within the Socio-Economic Development Cluster.

1. INTRODUCTION
Background and Context
Africa is experiencing a significant demographic shift, characterized by a youthful, energetic
population and rapid urbanization. This demographic transition presents both opportunities and
challenges for the continent’s development. Programs and policies that harness this demographic
dividend can significantly contribute to the continent's economic growth and social development.
Until 2020, Africa demonstrated a strong recovery with a GDP growth rate of 5.4% and a Human
Development Index growth of 1.5% annually. Life expectancy on the continent saw a remarkable
increase from approximately 50 years in 2000 to around 64 years by 2020, reflecting significant
developmental progress (World Bank). One of the critical components that has positively influenced
those progress is the investments and timely intervention in sexual and reproductive health (SRH).
Despite progress in recent years, many African countries still face significant challenges in advancing
SRH, including:
a. High Maternal and Neonatal Mortality related to high unmet need for family planning,
insufficient technical capacity, and inappropriate repartition of health professionals, frequent
stock-out of essential drugs, inadequate healthcare infrastructure and equipment, and
challenges in the sector leadership and governance aspects;
b. Teenage Pregnancy, mostly due to limited access to friendly and comprehensive sexual and
reproductive health services, especially youth-friendly SRH education and access to family
planning methods and drugs;
c. Gender Based Violence, largely driven by weak policy development, poor enforcement, and
a lack of community education and awareness; and
d. Healthcare Financial Sustainability Challenges, due to limited local funding and a strong
dependence on external donor support that isn't reflected in official budgets.
Recognising that comprehensive sexual and reproductive health is a fundamental contributor to
harnessing Africa’s demographic dividend, AUDA-NEPAD, as the development agency of the
African Union, seeks to support African Regional Economic Communities (RECs), and Member
States in advancing Sexual and Reproductive Health and Rights (SRHR) agenda to achieve their
growth and development ambitions. AUDA-NEPAD, through its Human Capital and Institutional
Development Directorate (HCID), is expanding its program portfolio to address fundamental
development needs through the Demographic Dividend and Sexual and Reproductive Health
(A2DSRH) program. This five-year program aims to help Africa’s growing population by improving
sexual and reproductive health.
In accelerating the A2DSRH program in alignment with the Energise Africa framework, the
Consultancy will be tasked with technically designing a catalytic, youth-centred project tailored for
Regional Economic Communities (RECs) and Member States. This initiative will serve as a strategic
instrument to harness youth potential, foster innovation, and drive coordinated action across the
continent, reinforcing AUDA-NEPAD’s commitment to inclusive and sustainable development.
2. SCOPE/MAIN RESPONSIBILITIES OF THE ASSIGNMENT
The Consultant shall deliver on the following tasks:
a. Carry out structured engagements with Programme Managers of A2DSRH, COYWA,
SNVC, AWEP, SIFA, and ACSAR to align demographic dividend components with A2DSRH
objectives, as well as providing guidance to the directorate on mainstreaming and
coordinating the Demographic Dividend interventions;
b. Develop youth-centred programme outcomes that are effectively mainstreamed into
A2DSRH outputs through integrated planning and reporting;
c. Develop value chain linkages and databases of youth beneficiaries, to support the
connection of youth beneficiaries from existing programmes to new opportunities across
programmes and other AUDA-NEPAD initiatives under the banner of Energise Africa that
speak to the Demographic Dividend;
d. Facilitate and support training sessions on policy dialogues and knowledge-sharing efforts
across all six (6) programmes;
e. Rollout of the COYWA training component, including content development, delivery, and
monitoring systems;
f. Provide guidance to the Directorate on supportive programmes and interventions to Member
States and RECs, aimed at strengthening governance and enhancing coordination
mechanisms;
g. Develop a robust governance and programme implementation structure for the
Demographic Dividend and enhance stakeholder coordination;
h. Deliver regular progress reports to the HCID Director and Program Managers, aligned with
agreed timelines and project milestones; and
i. Provide conception and comprehensive reportage support during Industrial Skills Week
Africa 2025, including documentation of key outcomes, stakeholder engagements, and
strategic insights to inform post-event analysis and programme recommendations, and next
steps.
3. DELIVERABLES
The Consultant will provide technical support to the Office of the Director HCID under the following
deliverables:
a. Inception report outlines the plan for a project, ensuring a shared understanding of scope,
methodology, and timeline;
b. Submission of the report and strategic document on mapping of the Demographic Dividend
interventions within the following programmes (A2DSRH, COYWA, SNVC, AWEP, SIFA, and
ACSAR);
c. Submit a comprehensive report by detailing programme design, governance structures and
mechanisms to enhance synergies and programmatic coherence among A2DSRH, COYWA,
SNVC, AWEP, SIFA, and ACSAR initiatives on the Demographic Dividend; (The report should
include actionable recommendations, stakeholder mapping, and coordination frameworks to
support integrated implementation).
d. Submit a detailed report capturing key outcomes and insights from post-policy dialogues and
technical sessions on the Demographic Dividend, including moderation and facilitation
activities conducted with external stakeholders; (The report should include session
summaries, stakeholder contributions, recommendations, and follow-up actions to support
policy and programme alignment).
e. Develop the conceptualisation of ISWA and submit a comprehensive report on the outcomes
of ISWA 2025, including key achievements, stakeholder inputs, and strategic
recommendations; (The report should outline actionable next steps to strengthen coordination
synergies and ensure alignment with AUDA-NEPAD’s broader skills development agenda).
f. Submission of a COYWA’s Pillar 1 post-training evaluation and report to ensure quality and
impact of programme deliverables; and
g. Develop and submit a final report on the synthesised Integrated Programme Youth Centered
Initiatives on Africa’s Democratic Dividend and Sexual & Reproductive Health under the
Energise Africa framework.
4. AUDA-NEPAD now invites eligible individual consultants (“Consultants”) to indicate their interest
in providing the Services. Interested Consultants should provide information demonstrating that
they have the required qualifications and relevant experience to perform the Services.
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications and Skills
a. Master’s Degree in Development Studies, Social Sciences, Public Policy, Legal Studies, Public
Health, or other relevant fields. A Ph.D. in Development Studies, Social Sciences, Public
Policy, Legal Studies, Public Health, or other relevant fields will be added advantage;
b. Demonstrate a minimum of 15 years of progressive experience working with state institutions,
multilateral agencies, international NGOs, and non-state actors in areas of governance, human
rights, gender, and adolescent health;
c. Proven traceable 10 years of experience with the ability to build partnerships and facilitate
knowledge-sharing platforms across governments, development partners, the private sector,
and philanthropic organizations is required;
d. Practical experience of more than 10 years with international organisations such as the AU
and or UN agencies and is essential, particularly in managing development cooperation
projects within African contexts;
e. Expertise in technical advisory services, especially in policy development, capacity building,
and sustainable development, is highly valued; and
f. Proven experience in programme design in development programmes in Africa in youth,
gender, social protection, sexual and reproductive health and rights, and human rights.
Competencies
g. Policy advisory – Experienced in giving technical advice on governance and public health;
h. Programme design and implementation – ability to design development programmes for youth
and women empowerment, supported with alignment and coordination;
i. Stakeholder Management – Skilled in working with diverse stakeholders and partners and
development of databases; and
j. Training and Development - Demonstrable ability to design, deliver, and evaluate engaging
and effective training sessions tailored to diverse learner needs.
6. SHORTLISTING CRITERIA
For evaluation of the expressions of interest, the following criteria will be applied:
a. Qualifications - Education and Relevant Training (30 points);
b. Experience related to the Assignment (40 points);
c. Similar previous experience related to the Assignment (20 points); and
d. Knowledge and experience of the region & local conditions (10 points).
A Consultant will be selected in accordance with Individual Consultant Selection (ICS) method set
out in the AU Procurement Manual. TORs are attached as Annex 2.
7. SUBMISSION REQUIREMENTS
Interested candidates are requested to submit the following documents for AUDA-NEPAD

a. Cover letter confirming compliance to eligibility.
b. Signed declaration of undertaking (attached as Annex 1 below);
c. Curriculum Vitae (CV); and
d. Proof of stated qualifications in the form of the copies of the degrees obtained.
8. TIME FRAME FOR THE ASSIGNMENT:
The consultancy will be for a period of 6 months.
9. Only Individual Consultants are eligible for this assignment if they fulfil the following
eligibility criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a temporary
suspension or a debarment imposed by the African Union Commission, World Bank or any
other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or respectively on the relevant list of any other multilateral
development bank. Further, are not ineligible pursuant to a decision of the United Nations
Security Council.
c) Have not been convicted by a final judgement or a final administrative decision or subject to
financial sanctions by the United Nations or Country for involvement in a criminal
organisation, money laundering, terrorist-related offences, child labour or trafficking in human
beings; this criterion of exclusion is also applicable to legal Persons, whose majority of shares
are held or factually controlled by natural or legal Persons which themselves are subject to
such convictions or sanctions;
d) Are not being bankrupt, wound up or ceasing our activities, having our activities administered
by courts, having entered receivership, reorganisation or being in any analogous situation;
e) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly,
anything of value to influence improperly the actions of another party;
f) They have not been the subject of a judgment which has the force of res judicata for fraud,
corruption, involvement in a criminal organization or any other illegal activity detrimental to
the AUDA-NEPAD financial interests;
g) they have not been declared guilty of gross professional misconduct proven by any means
which AUDA-NEPAD can justify;
h) Comply with their national tax and social security laws
