REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR INDIVIDUAL CONSULTANTS
Title: “Consultancy Services for the Training of COYWA Beneficiaries in Financial

Literacy and Digital Leadership”
Procurement Number: 092/AUDA/DHCID/ID/ICS/2025

Method: Individual Consultants Selection (ICS) - Individuals Only

1. INTRODUCTION
The AUDA-NEPAD is the Development Agency of the African Union mandated to i) strengthen
capacity of African Union Member States and regional bodies; and Advance knowledge-based
advisory support (national); ii) coordinate and Execute priority regional and continental projects
to promote regional integration towards the accelerated realisation of Agenda 2063 (regional);
iii) serve as the continent’s technical interface with all Africa’s development stakeholders and
development partners (continental); iv) undertake the full range of resource mobilisation (global).
AUDA-NEPAD mobilizes expert knowledge and resources to support the design and
development of investment programmes for wealth creation and socioeconomic growth. In
advocating and promoting the African Union principles of ownership and leadership of the
continent’s development process, AUDA-NEPAD engages African and global stakeholders in
closer and value-driven partnerships.
AUDA-NEPAD and AECID have decided to focus on working for the future of the new
generations of African people, opening opportunities African youth and women, through a wide
range of cooperation instruments and strategies, defined in three components: Training; support
for socio-economic Inclusion and support to Business Incubators for the African Youth and
Women Entrepreneurs (BIAYWE) programme implemented under the the AUDA-NEPAD
Social Development Cluster; Creating Opportunities for Youth and Women in Africa (COYWA)
programme, which is a collaborative initiative between AUDA-NEPAD and the Spanish Agency
for International Development Cooperation (AECID). The programme focuses on enhancing
socio-economic empowerment for youth and women by strengthening entrepreneurship,
financial inclusion, and capacity-building initiatives under its Social Development Cluster. The
COYWA Programme aligns with Agenda 2063, recognizing Gender equality is an overarching
cross-cutting principle, which assigns a key role to the empowerment of women and youth, and
their socio-economic and inclusive development. Its aim is to create sustainable employment
opportunities and foster an enabling environment for young entrepreneurs and women-led
enterprises through Regional Economic Communities (RECs).The official launch of COYWA
took place in Madrid in January 2025.
Both AECID and AUDA-NEPAD have among their work priorities interventions focused on
gender and youth, as they understand that both are essential for the future of the African
continent and its sustainable development.The COYWA programme recognizes that
Women and youth are key drivers of socio-economic transformation and sustainable growth
on the continent and their skills and innovative ideas are vital for the development of the
continent.

2. 0 SCOPE/MAIN RESPONSIBILITES OF THE ASSIGNMENT
The Consultant shall perform the following in collaboration with Programme Coordinator
performs the following:
Development of Training Materials
a. Develop digital and financial literacy curriculum that will equip participants with the
digital knowledge and practical skills necessary for participation in African digital
economies and learning environments;
b. Emphasis to be placed on youth empowerment, critical thinking, and responsible
digital and financial behaviour;
c. Materials and activities to be adapted for local relevance and accessibility within the
African context;
d. Component on Mobile money training to be included as it is critical across many
African contexts to enable youth to engage with digital financial services securely.
Capacity Building/Training Workshop
a. Teach digital safety and digital rights prepares youth to navigate the digital space
responsibly and avoid common online risks present in the African digital ecosystem;
b. Address access challenges through discussion helps acknowledge the real barriers
while inspiring creativity in overcoming them;
c. Sessions combine theory, practical exercises, group work, and digital
demonstrations;
d. Participatory activities such as hands-on device exploration, simulations, group
projects, and discussions are essential for maintaining engagement and facilitating
real-world skill transfer.
3.0 DELIVERABLES
The consultant will be required to deliver on the following:
1. An Inception report on Digital + financial literacy modules toolkits, videos, handouts,
manuals, slides, developed developed;
2. Training Workshop for 50 youth for the 2 training sessions (Zambia and Sierra Leone)
conducted;
3. A comprehensive learning platform for processing and service industries, inclusive of
financial literacy and digital competency training developed;
4. Mentorship Report delivered;
5. Final Report.

4.0 AUDA-NEPAD now invites eligible individual consultants (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform
the Services.

5.0 QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications and Skills
An advanced University Degree (Master’s) in Business Administration (MBA), Economics,
Business, Social Sciences, or other related fields. A PhD is an added advantage.
Experience
• A minimum of 10 years of experience directly related to design and coordination of
business strategy, training materials with a specific focus on youth and women
empowerment and entrepreneurship;
• Knowledge of development cooperation policies, strategies, and best practices,
particularly in relation to youth and women empowerment;
• Understanding of project management principles and processes to support the
successful implementation of the project;
• Knowledge of international development frameworks for youth and women's
empowerment approaches;
• Strong analytical and problem-solving skills, with the ability to assess challenges and
gaps in entrepreneurships for youth and women and propose targeted interventions;
• Excellent communication and interpersonal skills, with the ability to work effectively
with diverse stakeholders, including youth and women entrepreneurs and support
organizations; and
• Proficiency in English and French
6.0 SHORTLISTING CRITERIA
For evaluation of the expressions of interest, the following criteria will be applied with a pass mark
of 70 points:
i. Qualifications - Education and Relevant Training (30 points);
ii. Experience related to the assignment (20 points);
iii. Similar experience to the assignment (40 points);and
iv. Knowledge and experience of the region & local conditions (10 points).
A Consultant will be selected in accordance with Individual Consultant Selection (ICS) method
set out in the AU Procurement Manual.
7.0 SUBMISSION REQUIREMENTS
Interested candidates are requested to submit the following documents for AUDA-NEPAD
consideration:
i. Cover letter;
ii. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and
attached as Annex 1 below);
iii. Curriculum Vitae (CV); and
iv. Proof of stated qualifications in the form of copies of the degrees obtained; and
v. Failure to submit to any of the above documents will lead to exclusion from being
evaluated further.
8.0 REPORTING AND TIME SCHEDULES:
In undertaking this exercise, the Consultant will be expected to frequently exchange and interact
with the COYWA Programme Coordinator.

9.0 Only Individual Consultants are eligible for this assignment if they fulfil the following
eligibility criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the African Union Commission, World
Bank or any other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or respectively on the relevant list of any other
multilateral development bank. Further, are not ineligible pursuant to a decision of the
United Nations Security Council;
c) Have not been convicted by a final judgement or a final administrative decision or subject
to financial sanctions by the United Nations or Country for involvement in a criminal
organisation, money laundering, terrorist-related offences, child labour or trafficking in
human beings; this criterion of exclusion is also applicable to legal Persons, whose
majority of shares are held or factually controlled by natural or legal Persons which
themselves are subject to such convictions or sanctions;
d) Are not being bankrupt, wound up or ceasing our activities, having our activities
administered by courts, having entered receivership, reorganisation or being in any
analogous situation;
e) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly,
anything of value to influence improperly the actions of another party;
f) They have not been the subject of a judgment which has the force of res judicata for
fraud, corruption, involvement in a criminal organization or any other illegal activity
detrimental to the AUDA-NEPAD financial interests;
g) they have not been declared guilty of gross professional misconduct proven by any
means which AUDA-NEPAD can justify;
h) Comply with their national tax and social security laws
