1. INTRODUCTION
In 2003, African Heads of State adopted the Maputo Declaration, establishing the
Comprehensive Africa Agriculture Development Programme (CAADP). Member States of the
African Union have committed to dedicating at least 10% of their public expenditure to agriculture
to achieve a 6% annual growth rate in agricultural GDP. By 2014, the Malabo CAADP
Declaration reinforced the Maputo commitments with more ambitious goals and targets,
including eradicating hunger, halving poverty, tripling intra-African agricultural trade, and
enhancing resilience. However, progress has been uneven, as shown in the 2024 CAADP
Bienial Review report. The Heads of State noted that the continent is not on track to meet the
Malabo targets by 2025, stressing the need for a post-Malabo CAADP agenda that focuses on
resilient, inclusive, and sustainable agrifood systems for the next decade (2025-2035).
To shape Africa’s post-Malabo CAADP agenda, it is essential to understand the key drivers and
trends that will influence agricultural and food systems over the next decade. Rapid urbanization,
shifting food consumption patterns towards ready-to-eat meals, and rising demand for diverse,
high-quality products, driven by economic growth and an expanding middle class, are all shaping
agrifood value chains. These drivers emphasize the necessity for policies that support
processing industries as critical links between farmers and burgeoning markets. Equally vital is
addressing gender and youth dynamics by empowering women, who represent a significant
portion of the agricultural labour force, to enhance productivity, food and nutrition security, and
economic resilience. Africa’s youthful population holds great potential for agricultural
transformation.

2. 0 SCOPE/MAIN RESPONSIBILITES OF THE ASSIGNMENT
The Consultant shall, under the supervision of the Principal Programme Officer, Agriculture and
Rural Transformation performs the following:
I. Technical Leadership and Coordination
• Provide overall technical support on the domestication process of the Kampala CAADP
at the regional and country levels.
• Support the development of national and regional implementation plans aligned with the
continental CAADP Strategy and Action Plan.
• Work closely with AUDA-NEPAD technical teams, regional economic communities
(RECs), and national stakeholders to ensure harmonization and coherence.
II. CAADP Implementation Support
• Provide technical input in the roll-out of activities funded under the Irish Aid grant.
• Support actions for the integration of food systems pathways into national agricultural
and nutrition investment plans (NAIPs/NIPs).
• Support capacity building of national stakeholders to implement and monitor the CAADP
Action Plan.

III. Stakeholder Engagement and Partnerships
• Strengthen coordination and collaboration with development partners, RECs, and
country focal points.
• Support the organization of technical meetings, workshops, and consultations to mobilize
collective action and political will.
IV. Monitoring, Evaluation, and Reporting
• Support the project team in developing and implementing monitoring tools to track the
progress of Early Action activities for CAADP domestication at both regional and national
levels.
• Provide technical input to the reports and updates on the implementation status of the
project to AUDA-NEPAD.
V. Advocacy and Communication
• Contribute to the preparation of communication materials to showcase AUDA’s
contribution to CAADP implementation.
• Support AUDA-NEPAD’s participation in regional and global fora, including the
UNFSS+4 and CAADP Partnership Platforms, by providing technical inputs and briefing
notes.
3.0 DELIVERABLES
The consultant will be required to deliver on the following:
A. Technical Support
• Report on the domestication of the Kampala CAADP at the regional and national levels,
including a comprehensive report on 10 national implementation plans aligned with the
continental CAADP Strategy and Action Plan;
B. CAADP Implementation Support
• Report on CAADP Partnership Platform (CAADP PP) and Africa Day for Food and
Nutrition Security (ADFNS), including logistical and administrative support provided to
organise the CAADP PP and ADFNS events successfully;
C. Stakeholder Engagement and Partnerships
• Report on one regional capacity-building workshop conducted for key stakeholders on
CAADP Action Plan implementation and monitoring, with a summary report; and
D. Monitoring, Evaluation, and Reporting
• A report on the CAADP domestication and implementation guidelines and tools at the
country and regional levels.
4.0 AUDA-NEPAD now invites eligible individual consultants (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform
the Services.

5.0 QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications and Skills
Minimum of Master Degree in Agriculture, Agronomy, Soil Sciences, Public Health
Nutrition, Global Nutrition, Dietetics, Horticulture or related fields. A PhD is an added
advantage.
Experience
▪ Minimum of 7 years of experience in working with national, regional, international or
multinational organizations to assess and improve dietary practices;

▪ Experience/knowledge in with school feeding and nutritional programs, maternal-
child nutrition, or emergency food relief; support;

▪ Knowledge of CAADP and the CAADP processes is an added advantage;
▪ Experience in supporting resource mobilization to identify and assist the team in
submitting funding applications on time; and
▪ Proficiency in English and French Languages.
6.0 SHORTLISTING CRITERIA
For evaluation of the expressions of interest, the following criteria will be applied with a pass mark
of 70 points:
i. Qualifications - Education and Relevant Training (30 points);
ii. Experience related to the assignment (20 points);
iii. Similar experience to the assignment (40 points);and
iv. Knowledge and experience of the region & local conditions/Languages (10 points).
A Consultant will be selected in accordance with Individual Consultant Selection (ICS) method
set out in the AU Procurement Manual.
7.0 SUBMISSION REQUIREMENTS
Interested candidates are requested to submit the following documents for AUDA-NEPAD
consideration:
i. Cover letter;
ii. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and
attached as Annex 1 below);
iii. Curriculum Vitae (CV); and
iv. Proof of stated qualifications in the form of copies of the degrees obtained; and
v. Failure to submit to any of the above documents will lead to exclusion from being
evaluated further.
8.0 REPORTING AND TIME SCHEDULES:
In undertaking this exercise, the Consultant will be expected to frequently exchange and interact
with the Principal Programme Officer, Agriculture and Rual Transformation.
9.0 Only Individual Consultants are eligible for this assignment if they fulfil the following
eligibility criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the African Union Commission, World
Bank or any other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or respectively on the relevant list of any other
multilateral development bank. Further, are not ineligible pursuant to a decision of the
United Nations Security Council;

c) Have not been convicted by a final judgement or a final administrative decision or subject
to financial sanctions by the United Nations or Country for involvement in a criminal
organisation, money laundering, terrorist-related offences, child labour or trafficking in
human beings; this criterion of exclusion is also applicable to legal Persons, whose
majority of shares are held or factually controlled by natural or legal Persons which
themselves are subject to such convictions or sanctions;
d) Are not being bankrupt, wound up or ceasing our activities, having our activities
administered by courts, having entered receivership, reorganisation or being in any
analogous situation;
e) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly,
anything of value to influence improperly the actions of another party;
f) They have not been the subject of a judgment which has the force of res judicata for
fraud, corruption, involvement in a criminal organization or any other illegal activity
detrimental to the AUDA-NEPAD financial interests;
g) they have not been declared guilty of gross professional misconduct proven by any
means which AUDA-NEPAD can justify;
h) Comply with their national tax and social security laws
