REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR INDIVIDUAL CONSULTANTS
Title: Consultancy Services for the implementation of Digital capturing of data into the TLS
Procurement Number: 157/AUDA/DIIT/TEF/ICS/2025

Method: Individual Consultants Selection (ICS) - Individuals Only

1. INTRODUCTION
AUDA-NEPAD was established in 2018 with the mandate to coordinate and execute priority
regional and continental projects to promote regional integration towards the accelerated
realisation of Agenda 2063, strengthen capacity of African Union Member States and regional
bodies, advance knowledge-based advisory support, undertake the full range of resource
mobilisation and serve as the continent’s technical interface with all Africa’s development
stakeholders and development partners.
The new AUDA-NEPAD mandate gives the organisation a wider role in terms of providing
knowledge-based advisory support to AU Member States in the pursuit of their national
development priorities. The core functions of the Agency are to:
o Provide knowledge-based advisory services and technical assistance to African Union
Member States and Regional Economic Communities to strengthen their capacity
o Act as the continent's technical interface on policy development recommendation and
implementation with partners and stakeholders
o Undertake the full range of resource mobilisation
o Coordinate and execute priority regional and continental projects enshrined in Agenda
2063 with the aim of accelerating regional integration so as to achieve "The Africa we
want"
In line with its mandate to build capacity of member states and promote regional integration
towards the attainment of Agenda 2063 as emphasized in the Second Ten Year Implementation
Plan, is to make Africa more integrated and connected, AUDA-NEPAD desires to develop a
capacity building programme focusing on trade facilitation.

In view of the above AUDA-NEPAD launched MoveAfrica, an initiative to identify bottlenecks
and solutions for cross-border trade along Trade/Transport corridors. The work started with
identifying underlying issues along corridors particularly at border crossings as the biggest
nodes on these corridors. A tool called the Traffic Light System (TLS) now referred to as the
Trade Logistics System (TLS) was developed to rank border performance using color-coded
indicators, providing actionable insights for improving efficiency and sustainability. During the
pilot phase eleven (11) border crossings within COMESA/SADC and ECOWAS were ranked
along the North-South Corridor and the Abidjan Lagos Corridor respectively.

2. 0 SCOPE/MAIN RESPONSIBILITES OF THE ASSIGNMENT
The assignment covers the design, development, and delivery of the training. The training
should comprise of an Information Pack or Manual providing background to the TLS, the
objectives of the TLS and the data capture methodology. This should include a study guide with
a self-assessment of knowledge acquired from the Information Pack and supported by a
PowerPoint presentation for onsite hands-on training of data capture personnel by the training
facilitator or consultant in this case. The Consultant shall therefore perform the following:
Training Procedures should cover the following process:
a. The Information Pack (Manual) and Study guide must be completed prior to the on-site
training by the training facilitator (consultant).
b. On-site Training classroom presentation by the training facilitator.
c. Data population of the TLS under the supervision of the training facilitator.
d. Certification of competence of data capturers by training facilitator.
Data Capture Tools:
The consultant should develop a data capture tool for both Android and PC applications to
upload data to the TLS platform. These tools should be as simple as possible and provide
accurate information for data capturing and uploading to the TLS platform.
Capacity Building Program
The consultant should outline the capacity building programme entailing:
a. Determine skills targets
b. Trade capacity building gaps within Member States with respect to TLS indicators,
parameters and tools
c. Mapping target stakeholders and their capacity needs in TLS
d. Development of training materials, learners’ guides and instructors manual
e. Duration of capacity programmes
f. Target Location
g. Training programme
3.0 DELIVERABLES
The consultant will be required to deliver on the following:
A. Inception Report
• Training programme and data collection tools
• Target group matrix
B. Progress Report
• Assessment of capacity gaps
• Delivery of Training Manual and Study Guide
• Compilation and delivery of PowerPoint presentation for onsite training
• User-friendly data capture tools for Android and PC applications
C. Draft Report
• Training report
• Monitoring and evaluation (impact assessment)
• Training quality control

D. Final Report
• Roll out plan to Support member states and RECs to digitally capture data into the TLS

4.0 AUDA-NEPAD now invites eligible individual consultants (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform
the Services.

5.0 QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications and Skills
Minimum of Master’s degree in Statistics, Economics, Business Management or related field.
A PhD or other Post Graduate qualifications is an added advantage.
Experience
• Individual must have 10 Years experience in the facilitation of trade and regional
integration matters coupled with a background in transport and logistics;
• Therefore individual must have demonstrated capacity and understanding of regional
economic communities, trade facilitation measures including implementation of AfCFTA,
Tripartite, Authorized Economic Operator Programs, One Stop Border Posts; and
• Individual must have firsthand exposure to cross border challenges on the African
continent that hinder trade among African countries. In-house capacity for curriculum
development and course deployment is desirable.
6.0 SHORTLISTING CRITERIA
For evaluation of the expressions of interest, the following criteria will be applied with a pass mark
of 70 points:
i. Qualifications - Education and Relevant Training (30 points);
ii. Experience related to the assignment (20 points);
iii. Similar experience to the assignment (40 points);and
iv. Knowledge and experience of the region & local conditions (10 points).
A Consultant will be selected in accordance with Individual Consultant Selection (ICS) method
set out in the AU Procurement Manual.
7.0 SUBMISSION REQUIREMENTS
Interested candidates are requested to submit the following documents for AUDA-NEPAD
consideration:
i. Cover letter;
ii. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and
attached as Annex 1 below);
iii. Curriculum Vitae (CV); and
iv. Proof of stated qualifications in the form of copies of the degrees obtained; and
v. Failure to submit to any of the above documents will lead to exclusion from being
evaluated further.
8.0 REPORTING AND TIME SCHEDULES:
In undertaking this exercise, the Consultant will be expected to frequently exchange and interact
with the Principal Programme Officer, Agriculture and Rual Transformation.

9.0 Only Individual Consultants are eligible for this assignment if they fulfil the following
eligibility criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the African Union Commission, World
Bank or any other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or respectively on the relevant list of any other
multilateral development bank. Further, are not ineligible pursuant to a decision of the
United Nations Security Council;
c) Have not been convicted by a final judgement or a final administrative decision or subject
to financial sanctions by the United Nations or Country for involvement in a criminal
organisation, money laundering, terrorist-related offences, child labour or trafficking in
human beings; this criterion of exclusion is also applicable to legal Persons, whose
majority of shares are held or factually controlled by natural or legal Persons which
themselves are subject to such convictions or sanctions;
d) Are not being bankrupt, wound up or ceasing our activities, having our activities
administered by courts, having entered receivership, reorganisation or being in any
analogous situation;
e) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly,
anything of value to influence improperly the actions of another party;
f) They have not been the subject of a judgment which has the force of res judicata for
fraud, corruption, involvement in a criminal organization or any other illegal activity
detrimental to the AUDA-NEPAD financial interests;
g) they have not been declared guilty of gross professional misconduct proven by any
means which AUDA-NEPAD can justify;
h) Comply with their national tax and social security laws
