REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR INDIVIDUAL CONSULTANTS
Procurement Title: Consultancy to provide technical assistance for strengthening and
establishing National Health Insurance Reforms and Cross-Regional Learning in Africa
Procurement Number: 155/AUDA/DHCID/HC/ICS/2025
Method: Individual Consultants Selection (ICS) - Individuals Only
1. Background
In February 2019, the African Union (AU) convened the African Leadership Meeting (ALM) on
Investing in Health in Addis Ababa, bringing together Heads of State and Government,
alongside regional and global leaders. A key outcome of this meeting was the adoption of the
AU Assembly Declaration titled “Addis Ababa Commitment towards Shared Responsibility and
Global Solidarity for Increased Health Financing”, now widely referred to as the ALM
Declaration.
The ALM Declaration is a comprehensive initiative aimed at guiding African countries through
health financing reform efforts to strengthen domestic investment in their health systems. It
seeks to establish both political and technical mechanisms to support countries in progressively
increasing their health budgets while promoting mutual accountability. The ALM is grounded in
the AU Agenda 2063 vision of African self-reliance and the Africa Health Strategy 2016–2030,
which underscores sustainable and predictable health financing as essential to achieving
Universal Health Coverage (UHC) and building resilient health systems.
The African Union Development Agency-NEPAD (AUDA-NEPAD) has been actively involved
in the implementation of the African Leadership Meeting (ALM) agenda, with a particular focus
on Investing in Health. Under this mandate, AUDA-NEPAD supports Member States and
Regional Economic Communities (RECs) to adopt innovative financing mechanisms, align
investments with national priorities, strengthen technical and institutional capacity, and mobilize
domestic and external resources toward health systems strengthening and UHC.
In line with this commitment, AUDA-NEPAD launched the Programme for Investment and
Financing in Africa’s Health Sector (PIFAH) to accelerate health financing reforms and
strengthen national systems. A critical pillar of these reforms is the development and expansion
of National Health Insurance (NHI) schemes as a mechanism for risk pooling, financial
protection, and service delivery equity.
Recognizing the varied progress across African nations—from countries with advanced NHI
systems like Ghana and Rwanda to those initiating foundational reforms—AUDA-NEPAD is
facilitating a South-South Collaborative Learning Exchange. This initiative seeks to promote
technical exchange, peer learning, and structured support among African nations and between
Africa and regions such as Latin America and ASEAN, where scalable, sustainable
NHI models have emerged.
This consultancy will play a pivotal role in supporting this exchange and providing targeted
technical assistance to Member States, ultimately equipping African countries with the tools and
strategies required to design, implement, and strengthen their NHI systems as a pathway to
UHC.

2. Scope/main responsibilities of the assignment
The consultant is expected to undertake the following key activities and tasks to deliver the above
objectives:
i. Lead Continental Landscape Analysis
• Conduct a comprehensive analysis of NHI design models, implementation status, and
maturity levels in African countries.
• Identify key enablers, constraints, innovations, and lessons learned from various
national contexts.

ii. Design and Delivery of Cross-Regional Learning Exchange
• Design and facilitate technical sessions and peer learning activities on topics such as
NHI reform, financial protection, digitalisation, and coverage expansion.
• Coordinate the participation and contribution of experts from Latin America and ASEAN
regions to foster global knowledge exchange.

iii. Country-Level Technical Support
• Provide tailored technical assistance to six (6) selected African countries to support NHI
reform processes.
• Organize and facilitate national-level reform planning workshops and provide ongoing
remote or in-person technical support.

iv. Knowledge Management and Platform Contribution
• Develop and curate knowledge products, including policy briefs, case studies, and
guidance tools based on implementation experiences and good practices.
• Upload and organize content on AUDA-NEPAD’s digital knowledge-sharing platform to
ensure accessibility and relevance.
v. Capacity Building and Policy Advisory
• Conduct capacity-building sessions (virtual or in-person) for AU Member States and
Regional Health Financing Hubs.
Provide strategic advisory support to AUDA-NEPAD’s policy agenda and contribute to
technical consultations on health financing and NHI Technical Support

3. DELIVERABLES
The results to be achieved by the consultants are the following:
3.1 Result 1: Inception Report with detailed methodology and work plan
3.2 Result 2: NHI Landscape Analysis Report
3.3 Result 3: Workshop facilitation and exchange summary documents
3.4 Result 4: Country-specific technical assistance and reform support reports
3.5 Result 5: Curated technical content for the online NHI/UHC Knowledge Portal
3.6 Result 6:Final Technical Report consolidating findings, outputs and
recommendations

4. AUDA-NEPAD now invites eligible individual consultants (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform
the Services.
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications and Skills
• Master’s degree in Public Health, Health Policy, or a related field. A PhD in Public
Health, Health Policy of related field will be an added advantage
Experience
• A minimum of 15 years of experience in health programme planning, sector governance,
monitoring and evaluation, and applied health systems research in Africa.
• Proven expertise in health systems strengthening, economic evaluation, and health
equity assessments.

• Experience in engaging the private sector in health, including public–private partnerships
(PPPs).
• Strong background in policy analysis and both quantitative and qualitative research
methods.
• Demonstrated ability to support governments and development partners in the design
and operationalization of health financing platforms.
• Prior experience working with international organisations such as African Union, United
Nations, World Bank, GIZ will be considered an advantage.
• Practical experience working across multiple African countries in multidisciplinary teams,
supporting regional integration and knowledge-sharing in health reforms.
6. SHORTLISTING CRITERIA
For evaluation of the expressions of interest, the following criteria will be applied:
a. Qualifications - Education and Relevant Training (30 points);
b. Experience related to the Assignment (40 points);
c. Similar previous experience related to the Assignment (20 points); and
d. Knowledge and experience of the region & local conditions (10 points).
A Consultant will be selected in accordance with Individual Consultant Selection (ICS) method
set out in the AU Procurement Manual. TORs are attached as Annex 1
7. SUBMISSION REQUIREMENTS
Interested candidates are requested to submit the following documents for AUDA-NEPAD
consideration:
I. Cover letter confirming compliance to eligibility.
II. Signed declaration of undertaking (downloadable from AUDA-NEPAD website and
attached as Annex 1 below);
III. Curriculum Vitae (CV); and
IV. Proof of stated qualifications in the form of the copies of the degrees obtained
8. REPORTING AND TIME SCHEDULES:
I. In undertaking this exercise, the consultant will be expected to frequently exchange and
interact with the, AUDA-NEPAD Programmes Officer – Programme For Investment and
Financing in Africa’s Health.
9. Only Individual Consultants are eligible for this assignment if they fulfil the following
eligibility criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the African Union Commission, World
Bank or any other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or respectively on the relevant list of any other
multilateral development bank. Further, are not ineligible pursuant to a decision of the
United Nations Security Council.
c) Have not been convicted by a final judgement or a final administrative decision or subject
to financial sanctions by the United Nations or Country for involvement in a criminal
organisation, money laundering, terrorist-related offences, child labour or trafficking in
human beings; this criterion of exclusion is also applicable to legal Persons, whose
majority of shares are held or factually controlled by natural or legal Persons which
themselves are subject to such convictions or sanctions;
d) Are not being bankrupt, wound up or ceasing our activities, having our activities
administered by courts, having entered receivership, reorganisation or being in any
analogous situation;
e) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly,
anything of value to influence improperly the actions of another party;

f) They have not been the subject of a judgment which has the force of res judicata for
fraud, corruption, involvement in a criminal organization or any other illegal activity
detrimental to the AUDA-NEPAD financial interests;
g) they have not been declared guilty of gross professional misconduct proven by any
means which AUDA-NEPAD can justify;
h) Comply with their national tax and social security laws
