(CONSULTING SERVICES – INDIVIDUAL CONSULTANT)

The African Union Commission has received financing from the World Bank toward the cost
of Eastern and Southern Africa Girls’ Empowerment and Resilience (EAGER) programme
and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include to assist the PIU/OSSD in the overall
planning, managing, coordinating and reporting of the procurement activities of the project.
Specific tasks include:
 Timely, efficient, and transparent procurement of goods, works, and services necessary
for the implementation of the EAGER project
 Lead in the preparation, revision and use of the Project Procurement Strategy
Document (PPSD) in accordance with the Regulation
 Develop and implement a procurement plan aligned with the project’s work plan and
budget.
 Lead the preparation and publication of Specific Procurement Notices (SPN) to be
published Online on AUC website, International Market website and/or in newspapers.
 Assist in the drafting, publishing, and floating of Request for Expressions of Interest
(REOI) for consulting services
 Responsible for procurement correspondence with the World Bank and follow up all
cases for which a “No Objection” is required.
 Prepare replies to request for clarifications made by prospective bidders, in close
consultation with the PIU/OSSD.
 Assist in the organization and operations of bid opening for the procurement of goods
and consultants and in the recording and drafting of the Minutes of bid opening.
 Assist in evaluation of bids, technical and financial offers made for the procurement of
goods and selection of consultants under the project.
 Prepare bid evaluation reports using the World Bank’s standard evaluation template
and requirements
 Responsible for the preparation and signature of contract documents, reception of
securities and start-up activities of suppliers, contractors and consultants.
 Monitor timely receipt of goods and reports by suppliers and consultants in accordance
to their respective contracts.
 Responsible for procurement correspondence with the World Bank and follow up all
cases for which a “No Objection” is required.

 Monitor and ensure timely responses to procurement questions raised by the Bank.
 Assist PIU/OSSD in Publishing contract award notices.
 Monitor contract management including timely completion of assignments, release of
payments, issuing contract amendments, etc.
 Oversee all procurement activities, including preparation of tender documents,
solicitation of bids, and contract award processes.
 Ensure procurement plans are regularly updated and shared with relevant stakeholders.
 Ensure all procurement activities comply with World Bank procurement regulation
and standards and internal AUC procedures.
 Follow-up on complaints received from suppliers/consultants/contractors and advice
OSSD on measures required for timely responses. Ensure complaints received are
timely reported to the world bank.
 Regularly update procurement and contract management information on STEP
 Maintain accurate and comprehensive procurement records, including contracts,
evaluation reports, and approvals.
 Manage due diligence processes to ensure transparency and fairness in procurement
decisions.
 Identify, evaluate, and manage relationships with suppliers, contractors, and
consultants.
 Oversee the execution of contracts to ensure compliance with agreed terms, timelines,
and budgets.
 Address vendor-related issues and disputes in a timely and effective manner.
 Train and support programme staff on procurement policies, procedures, and best
practices.
 Develop tools, templates, and guidelines for procurement activities.
 Track procurement progress and prepare regular updates for key stakeholders,
including the Technical Working Group (TWG), Project Management Team (PMT),
and Project Steering Committee (PSC).
 Provide analytical reports on procurement performance, risks, and recommendations
for improvement.
 Identify procurement-related risks and propose mitigation measures.
 Strengthen internal controls to safeguard programme resources and ensure
accountability.
The detailed Terms of Reference (TOR) for the assignment are attached to this Request for
Expression of Interest.
The African Union Commission now invites eligible individuals (“Consultants”) to indicate
their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services. The shortlisting criteria are:
The consultant must possess the following qualifications:
 Master’s degree in Procurement, Supply Chain Management, Business Administration,
or a related field.

 At least five years of experience in procurement management, preferably in
international development or donor-funded programmes.
 Strong knowledge of procurement policies and procedures of international
organizations, and the World Bank.
 Proven track record in preparing procurement plans, managing tender processes, and
overseeing contract execution.
 Knowledge and experience in use of the World Bank STEP system
 Excellent organizational, analytical, and communication skills.
 Familiarity with the procurement context in Africa is an advantage.
 Willingness and ability to travel.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17
of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised
November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on
conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method
set out in the Procurement Regulations.
