REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

Procurement Title: Consultancy to Develop a Policy Manual for Calestous Juma Fellows,
African Scientists and Policymakers.
Procurement Number: 029/AUDA/OCEO/OSTI/ICS/2025

Method: Individual Consultant Selection (ICS)
1. Background
Globally technologies are bringing about transformation in all dimensions of life, and this provides

an opportunity for African countries to harness these technologies to advance their socio-
economic development agenda. The adoption and application of emerging technologies are,

therefore, an essential part of Africa’s development, and this is in line with the aspirations and
goals of the African Union’s Agenda 2063, Science, Technology and Innovation Strategy for
Africa (STISA 2034). In seeking to build a cadre of policy and decision-makers who would
champion STI and emerging technologies, AUDA-NEPAD and APET in collaboration with the
African Union Commission, established the Calestous Juma Executive Dialogue on Innovation
and Emerging Technologies (CJED) in 2018. The purpose of the executive dialogue is to
strengthen the knowledge and capacity of African executives, scientists, senior officials, policy
and decision makers to enable them to provide technical advice to governments concerning
harnessing emerging technologies appropriate for their respective countries.
The Calestous Juma Executive Dialogues (CJED) seeks to enhance the capacity of the
Calestous Juma (CJ) Fellows, African scientists, and policymakers in navigating complex policy
environments, through the development of a practical and user-friendly Policy Training Manual.
This Policy Training Manual will provide guidance on how to influence policy processes, translate

scientific evidence into policy actions, engage stakeholders, and leverage STI for Africa's socio-
economic transformation.

2. Objectives of the Assignment
The main objective of the consulting services is to develop a comprehensive Policy Training
Manual that serves as a capacity-building resource for CJ Fellows, African scientists and
policymakers. The Training Manual will equip them with knowledge, tools, and strategies for
effective policy engagement, science diplomacy, science communication, evidence-based policy
development and advocacy.

3. Main Responsibilities
In undertaking this exercise, the consultant will be expected to frequently exchange and
interact with the AUDA-NEPAD CJED Focal Point, CJ Fellows’ Coordination Team and
relevant technical experts. The scope of work to be undertaken will include the following:
i. Development of Policy Training Materials:
 To conduct a needs assessment of policy engagement skills among CJ Fellows and
African scientists
 To review existing policy training resources, manuals, and toolkits globally and within
Africa

 Develop policy training modules and manual, including presentations for both in-
person and virtual formats of training

ii. Stakeholder Engagement:
 Work with CJED Secretariat, TWG, National Focal Points and CJ Fellows to identify
key stakeholders and their training needs
 To align the policy training manual with AUDA-NEPAD’s frameworks, African Union

Agenda 2063, and Science, Technology and Innovation Strategy for Africa (STISA-
2024)

 To provide practical guidelines for engaging policymakers, communicating science,
and influencing policy processes in Africa
iii. Capacity Building Support:
 Provide guidance on the best practices for delivering training on the Developed Modules
for policy training
iv. Validation Workshop:
 Liaise with CJED Secretariat to organize a workshop with stakeholders to review the
draft materials
 Refine the materials based on feedback from the workshop
4. Deliverables
The consultant will be expected to submit the following deliverables:
i. Inception Report
ii. Development phase: Draft Policy Training Manual
iii. Revised Policy Training Manual post stakeholder feedback
iv. Final Policy Training Manual, Executive Summary, PowerPoint presentation
5. Qualifications and Experience Requirements
Applications may be submitted by an Expert with the qualifications and experience stipulated
below:
i. Master’s degree in Social or Public Policy, Development Studies or Development
Economics, Education, or related field. PhD is an added advantage.
ii. At least 5 years of relevant experience in education or capacity strengthening for
government officials, researchers, scientists and private sector senior public
officials, with a focus on emerging technologies and public policy

iii. Demonstrated expertise in research, developing training modules and conducting
capacity-building programs at national, regional or continental levels
iv. Excellent communication and advocacy skills, with experience engaging diverse
stakeholders.
v. Familiarity with the Calestous Juma Executive Dialogues processes
vi. Strong knowledge of African policy environments, regional frameworks, and
science diplomacy.
vii. Excellent writing skills and experience in producing user-friendly training
manuals or toolkits
viii. Familiarity with African Union Agenda 2063 and STISA frameworks will be an
added advantage
ix. Proficiency in spoken and written English is required. Knowledge of any of the
other AU languages will be an added advantage
A consultant will be selected in accordance with the individual consultant selection method of the
AU Procurement manual. For evaluation of the expressions of interest, the following criteria will
be applied:
a. Qualifications - Education and Relevant Training (30 points);
b. Experience related to the Assignment (40 points);
c. Similar previous experience related to the Assignment (20 points); and
d. Knowledge and experience of the region & local conditions (10 points).)
e. The minimum qualifying score is 70 points

6. Submission Requirements
AUDA-NEPAD now invites eligible individual consultants (“Consultants”) to indicate their interest
in providing the Services. Interested consultants should provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services. Interested
candidates are requested to submit the following documents for AUDA-NEPAD consideration:
i. Cover letter confirming compliance to eligibility.
ii. Signed declaration of undertaking (attached as Annex 1 below);
iii. Curriculum Vitae (CV); and
iv. Proof of stated qualifications in the form of the copies of the degrees obtained.
Only Individual Consultants are eligible for this assignment and they must fulfil the following
eligibility criteria:
i. Have no conflict of interest in relationship to performance of this assignment;
ii. Are not subject to, and not controlled by any entity or individual that is subject to, a
temporary suspension or a debarment imposed by the African Union Commission, World
Bank or any other multilateral development bank and being listed on the website
http://www.worldbank.org/debarr or respectively on the relevant list of any other multilateral
development bank. Further, are not ineligible pursuant to a decision of the United Nations
Security Council.

iii. Have not been convicted by a final judgement or a final administrative decision or subject to
financial sanctions by the United Nations or Country for involvement in a criminal
organisation, money laundering, terrorist-related offences, child labour or trafficking in
human beings; this criterion of exclusion is also applicable to legal Persons, whose majority
of shares are held or factually controlled by natural or legal Persons which themselves are
subject to such convictions or sanctions;
iv. Are not being bankrupt, wound up or ceasing our activities, having our activities
administered by courts, having entered receivership, reorganisation or being in any
analogous situation;
v. Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly,
anything of value to influence improperly the actions of another party;
vi. They have not been the subject of a judgment which has the force of res judicata for fraud,
corruption, involvement in a criminal organization or any other illegal activity detrimental to
the AUDA-NEPAD financial interests;
vii. they have not been declared guilty of gross professional misconduct proven by any means
which AUDA-NEPAD can justify;
viii. Comply with their national tax and social security laws
Expressions of interest must be delivered to the address below by email on or before 9th October
