Eligibilité des Soumissionaires:   Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
 The contracts size;
 The nature of the Services; At least (5) years of experience in similar assignment;
 Must have successfully designed and developed during the last (5) years at least (2) similar projects.
 Strong and proven work experience working with same nature of the Services (Process automation, Document Management, Software Development)
 The location.


The Client will also take into account for the evaluation of the applications the following items:
 Skills and availability of in-house technical back-up experts provided to the on-site experts;
 Local representatives/partners/support;
 Quality assurance procedures and certifications of the Applicant.

For a JV, its leader and any member that has its registered office outside the Client's country shall fulfil each of these criteria.

The GAS Regulatory Authority (GASREG) has received from the European Union (EU) delegated to the Agence Française de Développement “AFD” (hereinafter referred to as the “Agency”) toward the Technical Assistance to the Gas Regulatory Authority (GASREG) to support the gas institutional reform and creation of a gas regulator that aims at enabling Gas Sector regulations with an assessment of gas market design, and intends to use part of the funds thereof to hire a System Integrator (hereinafter referred to as the “Implementer”) in charge of Provision and Implementation of Gas Market Licensee and Document Handling System for Component 3.2 of the Project.
